新能源汽車通過充換電設施與供電網絡相連,構建新能源汽車與供電網絡的信息流、能量流雙向互動體系,可有效發揮動力電池作為可控負荷或移動儲能的靈活性調節能力,為新型電力系統高效經濟運行提供重要支撐。車網互動主要包括智能有序充電、雙向充放電等形式,可參與削峰填谷、虛擬電廠、聚合交易等應用場景。百姓彩票大廳為深入貫徹(che)中央全面深化(hua)改(gai)革委員會會議有關(guan)精神,積極落實《國務院辦公廳關(guan)于進一步構(gou)建(jian)(jian)高質量充電基礎(chu)設施體(ti)系(xi)的指導意(yi)見(jian)》(國辦發〔2023〕19號(hao))有關(guan)要求,充分發揮新能源(yuan)汽車在電化(hua)學儲(chu)能體(ti)系(xi)中的重要作(zuo)用,鞏固和擴大新能源(yuan)汽車發展優勢,支撐(cheng)新型(xing)能源(yuan)體(ti)系(xi)和新型(xing)電力系(xi)統構(gou)建(jian)(jian),現提(ti)出以下意(yi)見(jian)。

一、總體要求

(一)指導思想

以習(xi)近平新時代(dai)中國特色社會(hui)主義(yi)思想為指(zhi)導,全(quan)面貫(guan)徹黨的(de)二十大(da)精神,扎實推進中國式現代(dai)化(hua)建(jian)設,完整、準確(que)、全(quan)面貫(guan)徹新發(fa)(fa)(fa)展(zhan)理念(nian),加快構(gou)(gou)建(jian)新發(fa)(fa)(fa)展(zhan)格局,著力推動(dong)高質量發(fa)(fa)(fa)展(zhan),堅持系統觀(guan)念(nian),強化(hua)創(chuang)新引領,完善標準體系,加強政策扶(fu)持,大(da)力培育車網融合互動(dong)新型產業(ye)生態,有力支(zhi)撐高質量充電(dian)基礎設施(shi)體系構(gou)(gou)建(jian)和(he)新能源(yuan)汽車產業(ye)高質量發(fa)(fa)(fa)展(zhan)。

(二)基本原則

鼓勵(li)創新(xin),統一標準,保障(zhang)安全(quan)。推(tui)動關(guan)鍵技術和核(he)心裝備攻(gong)關(guan),強化企業(ye)創新(xin)主體作用,以創新(xin)引(yin)領發展。加快推(tui)動標準制(zhi)修(xiu)訂工作,引(yin)領行業(ye)協同規范發展。建立健全(quan)配套(tao)監管措(cuo)施,完善(shan)測試(shi)認證(zheng)、系統接入、聚合調(diao)控等環節配套(tao)管理機制(zhi),保障(zhang)車網(wang)互動場景下電網(wang)運行安全(quan)。

(三)發展目標

到2025年(nian),我國車網互動(dong)技術標準體系初步建(jian)成,充電(dian)(dian)(dian)峰谷(gu)電(dian)(dian)(dian)價機制全(quan)(quan)面(mian)實施并持(chi)續優化,市(shi)場機制建(jian)設取得重要進展,加大力度開展車網互動(dong)試點示范(fan),力爭參與試點示范(fan)的城(cheng)市(shi)2025年(nian)全(quan)(quan)年(nian)充電(dian)(dian)(dian)電(dian)(dian)(dian)量60%以上集中(zhong)在(zai)低(di)(di)谷(gu)時(shi)段、私人充電(dian)(dian)(dian)樁充電(dian)(dian)(dian)電(dian)(dian)(dian)量80%以上集中(zhong)在(zai)低(di)(di)谷(gu)時(shi)段,新(xin)能(neng)(neng)源(yuan)汽車作為移動(dong)式電(dian)(dian)(dian)化學儲能(neng)(neng)資源(yuan)的潛力通過試點示范(fan)得到初步驗證(zheng)。

到2030年,我國車網互動技術標準體系(xi)基本建成(cheng),市場機制更加完善(shan),車網互動實現(xian)規模化應用,智能有序充(chong)電(dian)(dian)全面推廣,新能源汽(qi)車成(cheng)為電(dian)(dian)化學(xue)儲能體系(xi)的重(zhong)要組成(cheng)部分,力爭(zheng)為電(dian)(dian)力系(xi)統提(ti)供千(qian)萬千(qian)瓦級的雙向(xiang)靈活性調節能力。

二、重點任務

(一)協同推進車網互動(dong)核心技(ji)術攻關(guan)

加大動(dong)力(li)電(dian)(dian)(dian)池關(guan)鍵(jian)技(ji)術(shu)攻(gong)關(guan),在(zai)不明顯增加成本基礎上將動(dong)力(li)電(dian)(dian)(dian)池循環壽命提升至3000次及以上,攻(gong)克(ke)高(gao)頻度雙向充(chong)(chong)(chong)放(fang)電(dian)(dian)(dian)工況(kuang)下的電(dian)(dian)(dian)池安全(quan)(quan)防控技(ji)術(shu)。研(yan)制高(gao)可靠(kao)、高(gao)靈(ling)活、低(di)能耗的車網(wang)(wang)互(hu)(hu)(hu)動(dong)系(xi)統(tong)架構(gou)及雙向充(chong)(chong)(chong)放(fang)電(dian)(dian)(dian)設備,研(yan)發光儲(chu)充(chong)(chong)(chong)一體化(hua)、直流母線柔性互(hu)(hu)(hu)濟等電(dian)(dian)(dian)網(wang)(wang)友好型充(chong)(chong)(chong)換(huan)電(dian)(dian)(dian)場站關(guan)鍵(jian)技(ji)術(shu),攻(gong)克(ke)海量分布式車網(wang)(wang)互(hu)(hu)(hu)動(dong)資源(yuan)精準預測和(he)聚合調控技(ji)術(shu)。加強車網(wang)(wang)互(hu)(hu)(hu)動(dong)信(xin)息交互(hu)(hu)(hu)與(yu)信(xin)息安全(quan)(quan)關(guan)鍵(jian)技(ji)術(shu)研(yan)究,構(gou)建“車—樁(zhuang)—網(wang)(wang)”全(quan)(quan)鏈條智能高(gao)效互(hu)(hu)(hu)動(dong)與(yu)協同安全(quan)(quan)防控技(ji)術(shu)體系(xi),實現(xian)“即插(cha)即充(chong)(chong)(chong)(放(fang))”智能便捷交互(hu)(hu)(hu),同時確保信(xin)息安全(quan)(quan)和(he)電(dian)(dian)(dian)網(wang)(wang)運行安全(quan)(quan)。

(二)加快建立車網(wang)互動標準體系(xi)

加快制修訂(ding)(ding)車(che)(che)網(wang)互(hu)動相(xiang)關(guan)(guan)國(guo)家(jia)和行(xing)業標(biao)(biao)(biao)(biao)準(zhun)(zhun),優(you)先(xian)完成有(you)序充(chong)電(dian)場景下的(de)交互(hu)接口、通信協議(yi)、功(gong)率(lv)調節、預約充(chong)電(dian)和車(che)(che)輛(liang)喚醒等(deng)關(guan)(guan)鍵技術(shu)(shu)標(biao)(biao)(biao)(biao)準(zhun)(zhun)制修訂(ding)(ding);力(li)爭(zheng)在2025年底前完成雙向(xiang)(xiang)充(chong)放(fang)(fang)電(dian)場景下的(de)充(chong)放(fang)(fang)電(dian)設(she)備和車(che)(che)輛(liang)技術(shu)(shu)規范、車(che)(che)樁(zhuang)通信、并網(wang)運行(xing)、雙向(xiang)(xiang)計量(liang)、充(chong)放(fang)(fang)電(dian)安(an)全防護、信息安(an)全等(deng)關(guan)(guan)鍵技術(shu)(shu)標(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)制修訂(ding)(ding)。同(tong)步完善標(biao)(biao)(biao)(biao)準(zhun)(zhun)配(pei)套檢測認證體系(xi),推動在車(che)(che)輛(liang)生(sheng)產(chan)準(zhun)(zhun)入以及充(chong)電(dian)樁(zhuang)生(sheng)產(chan)、報裝、驗收等(deng)環(huan)節落(luo)實智能有(you)序充(chong)電(dian)標(biao)(biao)(biao)(biao)準(zhun)(zhun)要求。積(ji)極參與車(che)(che)網(wang)互(hu)動領(ling)域的(de)國(guo)際標(biao)(biao)(biao)(biao)準(zhun)(zhun)合(he)作,提升中國(guo)標(biao)(biao)(biao)(biao)準(zhun)(zhun)的(de)國(guo)際影響力(li)。

(三)優化完善(shan)配套電價和市場(chang)機制

鼓勵針對(dui)居(ju)民個人(ren)樁(zhuang)等(deng)負荷可引(yin)導(dao)性(xing)強的(de)(de)充(chong)(chong)電(dian)(dian)(dian)設(she)施(shi)制(zhi)定(ding)獨立的(de)(de)峰谷分時(shi)電(dian)(dian)(dian)價(jia)政策(ce),并圍繞(rao)居(ju)民充(chong)(chong)電(dian)(dian)(dian)負荷與居(ju)民生活負荷建立差異化的(de)(de)價(jia)格(ge)體系(xi),力爭2025年底前實(shi)現居(ju)民充(chong)(chong)電(dian)(dian)(dian)峰谷分時(shi)電(dian)(dian)(dian)價(jia)全(quan)面(mian)應(ying)用,進一步激發(fa)各(ge)(ge)類充(chong)(chong)換電(dian)(dian)(dian)設(she)施(shi)靈活調節潛(qian)力。研究探(tan)索(suo)新(xin)能源(yuan)汽車和充(chong)(chong)換電(dian)(dian)(dian)場(chang)(chang)站(zhan)對(dui)電(dian)(dian)(dian)網(wang)(wang)放電(dian)(dian)(dian)的(de)(de)價(jia)格(ge)機制(zhi)。建立健全(quan)車網(wang)(wang)互(hu)(hu)動(dong)資源(yuan)聚(ju)(ju)合(he)參(can)(can)與需(xu)求側管理以(yi)及(ji)市場(chang)(chang)交易(yi)機制(zhi),優(you)化完善輔(fu)助(zhu)服務機制(zhi),豐富(fu)交易(yi)品種,擴大(da)參(can)(can)與范圍,提高車網(wang)(wang)互(hu)(hu)動(dong)資源(yuan)參(can)(can)與需(xu)求響應(ying)的(de)(de)頻次和規模,探(tan)索(suo)各(ge)(ge)類充(chong)(chong)換電(dian)(dian)(dian)設(she)施(shi)作為靈活性(xing)資源(yuan)聚(ju)(ju)合(he)參(can)(can)與現貨市場(chang)(chang)、綠證交易(yi)、碳交易(yi)的(de)(de)實(shi)施(shi)路(lu)徑。鼓勵雙向充(chong)(chong)放電(dian)(dian)(dian)設(she)施(shi)、儲(chu)(chu)充(chong)(chong)/光儲(chu)(chu)充(chong)(chong)一體站(zhan)、換電(dian)(dian)(dian)站(zhan)等(deng)通過(guo)資源(yuan)聚(ju)(ju)合(he)參(can)(can)與電(dian)(dian)(dian)力市場(chang)(chang)試點示范,驗證雙向充(chong)(chong)放電(dian)(dian)(dian)資源(yuan)的(de)(de)等(deng)效儲(chu)(chu)能潛(qian)力。

(四(si))探索開展雙向充放電綜合示范

積(ji)(ji)極探索(suo)(suo)新(xin)能源汽車(che)(che)(che)與園區(qu)、樓(lou)宇建筑(zhu)、家庭住宅等場(chang)景高(gao)效融合的(de)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)應用模(mo)(mo)式(shi)。優(you)先打(da)造一批(pi)面向(xiang)(xiang)(xiang)(xiang)公務、租賃(lin)、班車(che)(che)(che)、校車(che)(che)(che)、環(huan)衛、公交等公共領域車(che)(che)(che)輛的(de)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)示(shi)范項目;鼓勵(li)電(dian)(dian)網企業(ye)(ye)(ye)聯合充(chong)(chong)電(dian)(dian)企業(ye)(ye)(ye)、整車(che)(che)(che)企業(ye)(ye)(ye)等共同開展居(ju)住社區(qu)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)試點。結合試點示(shi)范,積(ji)(ji)極探索(suo)(suo)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)可(ke)持(chi)續商業(ye)(ye)(ye)模(mo)(mo)式(shi),完善典(dian)型應用場(chang)景下的(de)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)業(ye)(ye)(ye)務流程與管理機制(zhi),建立(li)健全(quan)雙(shuang)(shuang)向(xiang)(xiang)(xiang)(xiang)充(chong)(chong)放(fang)(fang)電(dian)(dian)車(che)(che)(che)輛的(de)電(dian)(dian)池質保(bao)體(ti)系(xi),強化消費(fei)者權益保(bao)護(hu),加強試點成效評估與總結,形成一批(pi)可(ke)復(fu)制(zhi)、可(ke)推廣(guang)的(de)典(dian)型模(mo)(mo)式(shi)和經驗。

(五(wu))積極提升充換電(dian)設(she)施(shi)互動水平

大力(li)(li)(li)推廣智(zhi)(zhi)(zhi)能(neng)有(you)(you)序(xu)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)施(shi),原則上新建(jian)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁統(tong)一采用智(zhi)(zhi)(zhi)能(neng)有(you)(you)序(xu)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁,按需推動(dong)既有(you)(you)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)樁的智(zhi)(zhi)(zhi)能(neng)化(hua)改造。建(jian)立健全居住社(she)區智(zhi)(zhi)(zhi)能(neng)有(you)(you)序(xu)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)管理體(ti)系和流程,明(ming)確電(dian)(dian)(dian)(dian)網企(qi)業(ye)、第三方(fang)平(ping)臺企(qi)業(ye)和新能(neng)源汽車用戶等各方(fang)責任與(yu)權(quan)利(li),明(ming)確社(she)區有(you)(you)序(xu)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)發起條件和響應(ying)要求(qiu)。鼓勵(li)(li)電(dian)(dian)(dian)(dian)網企(qi)業(ye)與(yu)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)運營商(shang)(shang)合作,建(jian)立電(dian)(dian)(dian)(dian)網與(yu)充(chong)(chong)(chong)換電(dian)(dian)(dian)(dian)場站的高(gao)效(xiao)互動(dong)機制,提升充(chong)(chong)(chong)換電(dian)(dian)(dian)(dian)場站的功(gong)率響應(ying)調節能(neng)力(li)(li)(li)。探索研究針對(dui)不同類型智(zhi)(zhi)(zhi)能(neng)有(you)(you)序(xu)充(chong)(chong)(chong)換電(dian)(dian)(dian)(dian)設(she)施(shi)的電(dian)(dian)(dian)(dian)力(li)(li)(li)接入(ru)(ru)容量(liang)核定方(fang)法(fa)和相關標準規(gui)范,有(you)(you)效(xiao)提升配電(dian)(dian)(dian)(dian)網接入(ru)(ru)能(neng)力(li)(li)(li)。鼓勵(li)(li)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)運營商(shang)(shang)等接受業(ye)主委托,開展(zhan)居住區充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)設(she)施(shi)“統(tong)建(jian)統(tong)服”。鼓勵(li)(li)充(chong)(chong)(chong)電(dian)(dian)(dian)(dian)運營商(shang)(shang)因地制宜(yi)建(jian)設(she)光儲(chu)充(chong)(chong)(chong)一體(ti)化(hua)場站,促進交通(tong)與(yu)能(neng)源融合發展(zhan)。

(六)系統強化電網企業(ye)支撐保障能力

將車網(wang)(wang)互動(dong)(dong)納入電(dian)(dian)力(li)需求(qiu)側(ce)管(guan)(guan)理與電(dian)(dian)力(li)市(shi)場(chang)建設統籌推進。支持(chi)電(dian)(dian)網(wang)(wang)企業結(jie)合(he)新(xin)型(xing)電(dian)(dian)力(li)負荷管(guan)(guan)理系統開展車網(wang)(wang)互動(dong)(dong)管(guan)(guan)理,優先實現10千伏(fu)及以上充(chong)換(huan)(huan)電(dian)(dian)設施資源的統一接(jie)入和管(guan)(guan)理,逐步覆蓋至低壓配電(dian)(dian)網(wang)(wang)及關口表后(hou)的各類充(chong)換(huan)(huan)電(dian)(dian)設施資源。進一步完善(shan)電(dian)(dian)網(wang)(wang)需求(qiu)側(ce)管(guan)(guan)理與電(dian)(dian)力(li)調控平臺功能,為車網(wang)(wang)互動(dong)(dong)聚(ju)合(he)交(jiao)易(yi)提供(gong)基礎支撐與技術(shu)服務。加快完善(shan)車網(wang)(wang)互動(dong)(dong)配套并網(wang)(wang)、計量、保護控制與信(xin)息(xi)交(jiao)互要求(qiu)與技術(shu)規范(fan),探索關口表后(hou)的充(chong)換(huan)(huan)電(dian)(dian)設施獨立計量方案(an)。優化(hua)電(dian)(dian)網(wang)(wang)清分結(jie)算機制,支持(chi)車網(wang)(wang)互動(dong)(dong)負荷聚(ju)合(he)商(shang)直接(jie)參與電(dian)(dian)力(li)市(shi)場(chang)的清分結(jie)算。

三、保障措施

(一)加(jia)強統(tong)籌(chou)協(xie)調。國(guo)家(jia)發展(zhan)改革委、國(guo)家(jia)能(neng)源(yuan)局統(tong)籌(chou)開展(zhan)車網(wang)互動(dong)頂層(ceng)設(she)(she)(she)計,積極推(tui)進配套政策、電價與市場(chang)機制建(jian)設(she)(she)(she),強化(hua)指導監督。工業和信息化(hua)部、國(guo)家(jia)能(neng)源(yuan)局推(tui)動(dong)新能(neng)源(yuan)汽車、充(chong)(chong)換(huan)電設(she)(she)(she)施(shi)加(jia)快應用智(zhi)能(neng)有序充(chong)(chong)電功能(neng)。國(guo)家(jia)標(biao)準(zhun)化(hua)管理(li)委員(yuan)會(hui)組織(zhi)能(neng)源(yuan)行業電動(dong)汽車充(chong)(chong)電設(she)(she)(she)施(shi)標(biao)準(zhun)化(hua)技術(shu)委員(yuan)會(hui)、全(quan)國(guo)汽車標(biao)準(zhun)化(hua)技術(shu)委員(yuan)會(hui)加(jia)快車網(wang)互動(dong)標(biao)準(zhun)體系(xi)建(jian)設(she)(she)(she),指導開展(zhan)相關國(guo)際標(biao)準(zhun)合作。

(二)壓實(shi)各方(fang)責任(ren)。各級地方(fang)政府(fu)有(you)(you)關(guan)部門要(yao)(yao)按照實(shi)施意見(jian)要(yao)(yao)求(qiu),加快(kuai)(kuai)推動(dong)車(che)網(wang)(wang)互(hu)動(dong)相關(guan)工(gong)作(zuo),加快(kuai)(kuai)推廣智(zhi)能(neng)(neng)有(you)(you)序充(chong)(chong)(chong)(chong)(chong)電(dian),研(yan)究探索車(che)網(wang)(wang)互(hu)動(dong)應用試(shi)點(dian),推動(dong)將智(zhi)能(neng)(neng)充(chong)(chong)(chong)(chong)(chong)放(fang)電(dian)設施建設和改造(zao)納入充(chong)(chong)(chong)(chong)(chong)電(dian)基礎設施建設支持(chi)政策范疇(chou),對(dui)車(che)網(wang)(wang)互(hu)動(dong)試(shi)點(dian)示范項目加大資金支持(chi)。國家(jia)能(neng)(neng)源局(ju)派出機(ji)(ji)構(gou)要(yao)(yao)建立健全包(bao)括(kuo)充(chong)(chong)(chong)(chong)(chong)電(dian)樁、充(chong)(chong)(chong)(chong)(chong)換電(dian)站、虛(xu)擬電(dian)廠、負荷(he)聚合(he)商在內的用戶及第三(san)方(fang)輔(fu)助服務市場機(ji)(ji)制。電(dian)網(wang)(wang)企(qi)業(ye)(ye)要(yao)(yao)積(ji)極(ji)開展(zhan)配套電(dian)網(wang)(wang)改造(zao),加快(kuai)(kuai)智(zhi)能(neng)(neng)有(you)(you)序充(chong)(chong)(chong)(chong)(chong)電(dian)和雙向(xiang)充(chong)(chong)(chong)(chong)(chong)放(fang)電(dian)業(ye)(ye)務體系建設,做好聚合(he)商平(ping)臺對(dui)接工(gong)作(zuo)。新能(neng)(neng)源車(che)企(qi)、充(chong)(chong)(chong)(chong)(chong)電(dian)設備(bei)制造(zao)與運(yun)營(ying)企(qi)業(ye)(ye)等要(yao)(yao)嚴格落實(shi)生產、銷售與服務責任(ren),支持(chi)車(che)網(wang)(wang)融(rong)合(he)生態建設。行(xing)業(ye)(ye)協會要(yao)(yao)積(ji)極(ji)搭建交流平(ping)臺,增進各方(fang)共(gong)識,共(gong)同培育(yu)產業(ye)(ye)生態。

(三)強化試點示(shi)(shi)范(fan)(fan)(fan)。國家能源局牽頭開展(zhan)車網互動(dong)試點示(shi)(shi)范(fan)(fan)(fan)工作。初步在長三角、珠三角、京津冀魯、川渝(yu)等條件(jian)相對成熟的(de)地區開展(zhan)車網互動(dong)規模化試點示(shi)(shi)范(fan)(fan)(fan),力爭2025年(nian)底(di)前建成5個以(yi)上(shang)示(shi)(shi)范(fan)(fan)(fan)城(cheng)市以(yi)及(ji)50個以(yi)上(shang)雙(shuang)向充放電(dian)示(shi)(shi)范(fan)(fan)(fan)項目。支持示(shi)(shi)范(fan)(fan)(fan)城(cheng)市和(he)(he)示(shi)(shi)范(fan)(fan)(fan)項目積極開展(zhan)商(shang)業合作和(he)(he)服(fu)務模式創新,形成可復制、可推廣的(de)建設經驗。加強宣傳引(yin)導和(he)(he)輿(yu)論監督,提高各方(fang)認可度和(he)(he)參與度,構建有利于車網互動(dong)發展(zhan)的(de)輿(yu)論氛圍。
