  一(yi)(yi)方面(mian),深(shen)化教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)管理(li)(li)綜合(he)(he)改革,合(he)(he)理(li)(li)配置(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)的均衡配置(zhi)是促進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)高質量發(fa)展(zhan)的重(zhong)要(yao)前提(ti)。在推(tui)進(jin)高素質教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍(wu)建設過(guo)程中,要(yao)適應加快(kuai)推(tui)進(jin)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)現(xian)代化的緊迫需(xu)求和城(cheng)鄉教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)一(yi)(yi)體化發(fa)展(zhan)改革的新形勢(shi),統籌考(kao)慮、合(he)(he)理(li)(li)核定教(jiao)(jiao)(jiao)(jiao)(jiao)職工編(bian)制(zhi),盤活(huo)事業(ye)編(bian)制(zhi)存量,優(you)化編(bian)制(zhi)結構,向(xiang)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍(wu)傾斜(xie),采取多種形式增加教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)總量,優(you)先保障教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)發(fa)展(zhan)需(xu)要(yao)。強(qiang)化政府調(diao)節作用,兼顧其他配置(zhi)的補充(chong)功能,多措并舉,綜合(he)(he)施策,確保教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)的合(he)(he)理(li)(li)配置(zhi)。加大(da)公費(fei)師(shi)范生培(pei)養(yang)(yang)規模,重(zhong)點面(mian)向(xiang)邊(bian)遠(yuan)地(di)區、經濟欠發(fa)達地(di)區進(jin)行定向(xiang)師(shi)范生培(pei)養(yang)(yang)。完善教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)“縣(xian)管校(xiao)聘”管理(li)(li)機(ji)(ji)制(zhi),推(tui)動(dong)(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)進(jin)行區域內輪崗交流,實現(xian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)的常態流動(dong)(dong)。繼續加大(da)對農村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)在生活(huo)待(dai)遇、職稱評聘、專(zhuan)業(ye)發(fa)展(zhan)、編(bian)制(zhi)核定等方面(mian)的傾斜(xie)力度,吸引更(geng)多青年教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)到(dao)鄉村(cun)從教(jiao)(jiao)(jiao)(jiao)(jiao),促進(jin)鄉村(cun)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)高質量發(fa)展(zhan)。此外,還要(yao)充(chong)分(fen)利用教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)數(shu)字化轉型契(qi)機(ji)(ji),精(jing)準把握教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)供(gong)需(xu)信(xin)息,實現(xian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)培(pei)養(yang)(yang)與(yu)使用的深(shen)度對接,提(ti)升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)資源(yuan)(yuan)配置(zhi)的有效性。
