涂圣偉:高效統籌新型城鎮化和鄉村全面振興

認識二者內在統一性

處(chu)理好(hao)城鄉關系(xi)在我國現代化進程(cheng)中始終具(ju)有全局性(xing)影響。我國現代化建設的(de)推(tui)進過(guo)程(cheng),也是城鄉關系(xi)調(diao)整和(he)重塑的(de)過(guo)程(cheng),帶(dai)來了整個社會(hui)生產力(li)的(de)發展(zhan)和(he)文(wen)明進步。

過(guo)去數(shu)十年來,我(wo)國城(cheng)(cheng)鎮(zhen)化(hua)進程超過(guo)了世界(jie)發(fa)展(zhan)(zhan)史上任何時(shi)代任何國家,然而,我(wo)們過(guo)去長(chang)期走過(guo)的城(cheng)(cheng)鎮(zhen)化(hua)道(dao)(dao)路,是一條速度型、規模(mo)擴張(zhang)型的城(cheng)(cheng)鎮(zhen)化(hua)道(dao)(dao)路,是一個(ge)農村人口大量(liang)向城(cheng)(cheng)市(shi)轉移(yi)、農村資(zi)源要素(su)大規模(mo)向城(cheng)(cheng)市(shi)流(liu)動進而實現城(cheng)(cheng)市(shi)規模(mo)不(bu)斷擴張(zhang)的過(guo)程。這(zhe)種粗放建設(she)、大規模(mo)空間擴張(zhang)的城(cheng)(cheng)鎮(zhen)化(hua)模(mo)式(shi),建立在(zai)城(cheng)(cheng)鄉(xiang)公共(gong)資(zi)源配置不(bu)均衡、要素(su)交換(huan)不(bu)平等、利(li)益(yi)分配不(bu)合理的基礎上,因而必然與鄉(xiang)村發(fa)展(zhan)(zhan)存(cun)在(zai)內在(zai)沖突,造成的結果是農業農村發(fa)展(zhan)(zhan)活力和(he)動力不(bu)足。城(cheng)(cheng)鄉(xiang)這(zhe)種競爭的、互斥的關(guan)系顯(xian)然是難(nan)以持(chi)續的。

新型城鎮化不同于傳統城鎮化,是以人為本的城鎮化,具有集約化、包容性特征;同樣,鄉村全面振興則是鄉村整體功能的塑造提升。新型城鎮化與鄉村全面振興具有理念統一性、目標互促性和過程互動性。一方面,新型城鎮化為解決“三農”問題提供了重要途徑。在超小(xiao)規模經營(ying)、資(zi)源緊(jin)約束條(tiao)件下(xia)推進農(nong)業(ye)現(xian)代化(hua),提升(sheng)鄉(xiang)村建設水(shui)平(ping),促進農(nong)民工資(zi)性收(shou)入(ru)增長,都(dou)需要發(fa)揮新型城(cheng)鎮化(hua)有效轉移農(nong)業(ye)人口、吸納(na)就(jiu)業(ye)、輻射鄉(xiang)村的作(zuo)用(yong)。另一方面(mian),保持經濟社(she)會穩定(ding)運行,提高城(cheng)鎮化(hua)質(zhi)量,需要深化(hua)農(nong)村綜合(he)配套改革,充分(fen)發(fa)揮鄉(xiang)村作(zuo)為消費市場和(he)要素市場的重要作(zuo)用(yong)。

中央經濟工作會議提出,要把推進(jin)新型城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)和(he)(he)鄉(xiang)村全面振(zhen)興有(you)機(ji)結合起來。“有(you)機(ji)結合”是(shi)城(cheng)(cheng)(cheng)鄉(xiang)關系(xi)(xi)在(zai)更寬領域、更深層次的(de)統(tong)籌。統(tong)籌新型城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)和(he)(he)鄉(xiang)村全面振(zhen)興,既不同(tong)于過(guo)去的(de)統(tong)籌城(cheng)(cheng)(cheng)鄉(xiang)發(fa)展(zhan)(zhan),也不同(tong)于城(cheng)(cheng)(cheng)鄉(xiang)發(fa)展(zhan)(zhan)一體化(hua)(hua),三(san)者盡(jin)管在(zai)目標取向上有(you)共同(tong)之(zhi)處(chu),但在(zai)基本內(nei)涵、核心要義上卻有(you)所不同(tong)。統(tong)籌城(cheng)(cheng)(cheng)鄉(xiang)發(fa)展(zhan)(zhan)和(he)(he)城(cheng)(cheng)(cheng)鄉(xiang)發(fa)展(zhan)(zhan)一體化(hua)(hua)都強(qiang)(qiang)調(diao)(diao)通過(guo)調(diao)(diao)整城(cheng)(cheng)(cheng)鄉(xiang)二(er)元結構下的(de)制度和(he)(he)政策(ce),來強(qiang)(qiang)化(hua)(hua)城(cheng)(cheng)(cheng)鄉(xiang)之(zhi)間的(de)聯(lian)系(xi)(xi),解決“城(cheng)(cheng)(cheng)市有(you)、農村沒有(you)”或城(cheng)(cheng)(cheng)鄉(xiang)資(zi)源配置不均等問題。統(tong)籌新型城(cheng)(cheng)(cheng)鎮(zhen)(zhen)化(hua)(hua)和(he)(he)鄉(xiang)村全面振(zhen)興,更加(jia)強(qiang)(qiang)調(diao)(diao)尊重(zhong)城(cheng)(cheng)(cheng)鄉(xiang)功(gong)能差異和(he)(he)彰顯各(ge)自特色,促進(jin)城(cheng)(cheng)(cheng)鄉(xiang)之(zhi)間構建起共生關系(xi)(xi)或者發(fa)展(zhan)(zhan)共同(tong)體,進(jin)而推動城(cheng)(cheng)(cheng)鄉(xiang)關系(xi)(xi)在(zai)生產(chan)力更高水平上實(shi)現新提升。

從三個維度把握目標導向

統籌新型城鎮(zhen)化和鄉(xiang)村全面振興,是基于城鄉(xiang)人口結(jie)(jie)構(gou)、經濟結(jie)(jie)構(gou)、社(she)會結(jie)(jie)構(gou)整體(ti)性變遷(qian),對城鄉(xiang)空間布局(ju)、公共資(zi)源配置、產業(ye)發展(zhan)、社(she)會治理等進行系統構(gou)建的過程,可以從(cong)三個維度來把握其目標導(dao)向(xiang)。

實現城鄉人口的雙向流動與社會融合。人的自由全面發展是現代化的最終目標,也是城鄉關系發展的指向和歸宿。統籌新型城鎮化和鄉村全面振興,實質上是在統籌城鄉之間人口的有序流動、均衡分布和融合發展。過去,大量農(nong)業人口向(xiang)城(cheng)市轉移,但很難平等(deng)享受城(cheng)鎮(zhen)(zhen)基(ji)本公(gong)共服務,也難以有效融入城(cheng)市社會;同時,城(cheng)市人才下(xia)鄉也面(mian)臨(lin)諸多困難,很難留在農(nong)村。因(yin)此,統籌好(hao)“人”的(de)問題(ti),對推(tui)進(jin)新型城(cheng)鎮(zhen)(zhen)化和鄉村全面(mian)振(zhen)興都(dou)至(zhi)為關鍵(jian),也需要城(cheng)鎮(zhen)(zhen)和鄉村雙向(xiang)發力,讓(rang)能進(jin)城(cheng)愿(yuan)進(jin)城(cheng)的(de),更快更好(hao)融入城(cheng)市;讓(rang)愿(yuan)意下(xia)鄉的(de),扎根(gen)農(nong)村、施(shi)展所(suo)能。

暢(chang)通城(cheng)鄉(xiang)(xiang)經濟(ji)(ji)循(xun)環。城(cheng)鄉(xiang)(xiang)關系(xi)很大(da)程度上是一種經濟(ji)(ji)關系(xi)。統籌新型城(cheng)鎮(zhen)化和(he)鄉(xiang)(xiang)村全面振興,本質(zhi)上要(yao)求打(da)破體制機(ji)制壁壘造成的(de)孤(gu)立發展格局,重構城(cheng)鄉(xiang)(xiang)間(jian)(jian)的(de)要(yao)素(su)流動和(he)物(wu)質(zhi)交(jiao)換,使(shi)資源要(yao)素(su)能夠在城(cheng)鄉(xiang)(xiang)之(zhi)間(jian)(jian)平等交(jiao)換和(he)優化配(pei)置,各(ge)類生產部(bu)門能以更合(he)(he)理的(de)方式、更加高級(ji)的(de)形態組織起(qi)來(lai),生產、分配(pei)、流通、消費各(ge)環節銜接暢(chang)通,實現城(cheng)鄉(xiang)(xiang)要(yao)素(su)對流、產業(ye)(ye)耦合(he)(he)和(he)供(gong)需適配(pei),進而使(shi)城(cheng)鄉(xiang)(xiang)二(er)元經濟(ji)(ji)結構由二(er)元歸(gui)于(yu)一體化發展,暢(chang)通城(cheng)鄉(xiang)(xiang)經濟(ji)(ji)循(xun)環,推動農業(ye)(ye)農村發展更好融入(ru)國民經濟(ji)(ji)循(xun)環體系(xi)。

形成共(gong)建共(gong)治(zhi)(zhi)(zhi)共(gong)享的城鄉(xiang)治(zhi)(zhi)(zhi)理(li)(li)格局(ju)。這里的城鄉(xiang)治(zhi)(zhi)(zhi)理(li)(li)是一個包括城鄉(xiang)基(ji)礎設施建設、公(gong)(gong)(gong)共(gong)服務供給、社(she)會(hui)治(zhi)(zhi)(zhi)理(li)(li)、生態環境保護等(deng)在內,旨(zhi)在提高城鄉(xiang)居民生活(huo)質量和(he)福利的廣義概念。統籌新(xin)型城鎮化(hua)和(he)鄉(xiang)村全(quan)面(mian)振興(xing),要加(jia)快消除制度性、歷史性因(yin)素造成的城鄉(xiang)公(gong)(gong)(gong)共(gong)資(zi)源配置、公(gong)(gong)(gong)共(gong)服務享有(you)、基(ji)本權(quan)益保障等(deng)方(fang)(fang)面(mian)的差距(ju),推(tui)動實現城鄉(xiang)在工作條(tiao)件、收入水平、居住(zhu)環境、社(she)會(hui)待遇等(deng)方(fang)(fang)面(mian)等(deng)值化(hua),使城鄉(xiang)各類人群無論居住(zhu)在城鎮還是鄉(xiang)村,都能公(gong)(gong)(gong)平地享受(shou)公(gong)(gong)(gong)共(gong)資(zi)源和(he)社(she)會(hui)福利,全(quan)面(mian)參(can)與政治(zhi)(zhi)(zhi)、經濟、社(she)會(hui)和(he)文化(hua)生活(huo)。

找準高效統籌著力點

統籌新型城鎮(zhen)化和(he)鄉村全面振興,要立足城鄉各自(zi)優勢(shi)功能,發(fa)揮好(hao)制度創新、市場(chang)建設(she)和(he)技術賦能的(de)協同效應,切實增強城鄉發(fa)展的(de)平衡(heng)性、協調性和(he)包容性。

統籌城(cheng)鄉(xiang)(xiang)(xiang)重(zhong)點(dian)領(ling)(ling)域(yu)改(gai)革(ge)。推進新型城(cheng)鎮化(hua)和鄉(xiang)(xiang)(xiang)村(cun)(cun)全面振(zhen)興有(you)機(ji)(ji)(ji)(ji)結(jie)合,必(bi)須系統謀(mou)劃城(cheng)鄉(xiang)(xiang)(xiang)融合發展(zhan)領(ling)(ling)域(yu)的體(ti)制機(ji)(ji)(ji)(ji)制改(gai)革(ge),強化(hua)城(cheng)鄉(xiang)(xiang)(xiang)改(gai)革(ge)的整體(ti)性(xing)、協(xie)調性(xing),加(jia)快破除(chu)城(cheng)鄉(xiang)(xiang)(xiang)二元結(jie)構。在諸(zhu)多改(gai)革(ge)事項(xiang)中,關(guan)鍵在于通過(guo)深(shen)化(hua)要(yao)素市場(chang)化(hua)配置改(gai)革(ge),理順人地(di)關(guan)系邏輯(ji),探(tan)索建立(li)城(cheng)鄉(xiang)(xiang)(xiang)人口流動與(yu)土(tu)地(di)權(quan)益流轉(zhuan)匹(pi)配機(ji)(ji)(ji)(ji)制。結(jie)合第二輪土(tu)地(di)承包到期(qi)后(hou)再(zai)延長(chang)30年試點(dian)等工(gong)作,加(jia)快探(tan)索進城(cheng)落戶農(nong)民農(nong)村(cun)(cun)“三權(quan)”有(you)償退出(chu)方式,提(ti)高農(nong)業轉(zhuan)移人口市民化(hua)質量,為農(nong)村(cun)(cun)土(tu)地(di)規模經營騰(teng)出(chu)空間。同時,完善下鄉(xiang)(xiang)(xiang)群體(ti)合理用地(di)保障(zhang)機(ji)(ji)(ji)(ji)制,切(qie)實解決好農(nong)村(cun)(cun)一(yi)二三產業融合“用地(di)難”問題。

統籌城(cheng)鄉(xiang)市(shi)(shi)場(chang)體系(xi)(xi)建設(she)。推(tui)進(jin)新型城(cheng)鎮化和鄉(xiang)村(cun)(cun)全(quan)面振興(xing)有機(ji)結合,實質上(shang)是(shi)一個優化城(cheng)鄉(xiang)資(zi)源(yuan)要素配置的過程(cheng)。目前(qian)我(wo)國城(cheng)鄉(xiang)市(shi)(shi)場(chang)分割、鄉(xiang)村(cun)(cun)市(shi)(shi)場(chang)化建設(she)相對滯后,難(nan)以適應城(cheng)鄉(xiang)資(zi)源(yuan)優化配置的要求。為此(ci),要加快(kuai)鄉(xiang)村(cun)(cun)市(shi)(shi)場(chang)化建設(she)進(jin)程(cheng),把鄉(xiang)村(cun)(cun)融(rong)入統一大市(shi)(shi)場(chang)建設(she),健(jian)全(quan)城(cheng)鄉(xiang)統一的土地和勞動力市(shi)(shi)場(chang)。完善農(nong)村(cun)(cun)產(chan)權流轉(zhuan)交易市(shi)(shi)場(chang)體系(xi)(xi)、交易規則和監管(guan)機(ji)制(zhi),提(ti)升農(nong)村(cun)(cun)產(chan)權流轉(zhuan)交易發展質量。健(jian)全(quan)縣(xian)域商業(ye)(ye)體系(xi)(xi),統籌推(tui)進(jin)縣(xian)鄉(xiang)村(cun)(cun)商業(ye)(ye)網點空間布局,暢(chang)通(tong)工業(ye)(ye)品(pin)下鄉(xiang)和農(nong)產(chan)品(pin)進(jin)城(cheng)雙向流通(tong)渠道。加強標準化規范化建設(she)、數字(zi)化轉(zhuan)型、業(ye)(ye)態(tai)模式(shi)創新等,提(ti)升農(nong)產(chan)品(pin)市(shi)(shi)場(chang)功能。

統(tong)籌(chou)(chou)城(cheng)(cheng)(cheng)鄉公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)配(pei)置(zhi)(zhi)。公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)是(shi)社(she)會(hui)基礎(chu)性資(zi)(zi)(zi)源(yuan)(yuan),是(shi)城(cheng)(cheng)(cheng)鄉社(she)會(hui)發(fa)(fa)展的重(zhong)要保障。推(tui)(tui)動城(cheng)(cheng)(cheng)鄉公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)優化(hua)(hua)配(pei)置(zhi)(zhi),既(ji)要強調公(gong)(gong)平,推(tui)(tui)動更多的優質資(zi)(zi)(zi)源(yuan)(yuan)向鄉村配(pei)置(zhi)(zhi),強化(hua)(hua)基礎(chu)設(she)施和(he)公(gong)(gong)共(gong)(gong)事業(ye)縣鄉村統(tong)籌(chou)(chou),縮小城(cheng)(cheng)(cheng)鄉基礎(chu)設(she)施和(he)公(gong)(gong)共(gong)(gong)服(fu)務差距;同時也要注重(zhong)效率(lv),適應城(cheng)(cheng)(cheng)鄉人口結構、發(fa)(fa)展形(xing)態變化(hua)(hua),增強公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)與人口分布的空(kong)間適應性,避免造成公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)浪費。特(te)別是(shi)要推(tui)(tui)動公(gong)(gong)共(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)由(you)按城(cheng)(cheng)(cheng)市行政(zheng)等級配(pei)置(zhi)(zhi)向按實際(ji)服(fu)務管理人口規模配(pei)置(zhi)(zhi)轉變,賦(fu)予縣級更多資(zi)(zi)(zi)源(yuan)(yuan)整合(he)使用(yong)的自主(zhu)權(quan),強化(hua)(hua)縣域發(fa)(fa)展能力(li),引(yin)導(dao)農(nong)業(ye)轉移人口就近城(cheng)(cheng)(cheng)鎮化(hua)(hua)。

統籌(chou)縣(xian)(xian)(xian)域產(chan)城(cheng)人(ren)(ren)發展。縣(xian)(xian)(xian)城(cheng)是城(cheng)鄉融合發展的(de)關鍵(jian)紐帶(dai)(dai),是推動(dong)新(xin)型城(cheng)鎮化與(yu)鄉村全(quan)面(mian)振(zhen)興有機結合的(de)重要載(zai)(zai)體(ti)。要充分考慮縣(xian)(xian)(xian)域人(ren)(ren)口流動(dong)變化趨勢、資(zi)源環境承載(zai)(zai)能(neng)力(li)等,統籌(chou)縣(xian)(xian)(xian)城(cheng)生產(chan)、生活、生態、安全(quan)需要,推動(dong)縣(xian)(xian)(xian)城(cheng)產(chan)業配套(tao)設施提(ti)質增效、市(shi)政(zheng)公(gong)用設施提(ti)檔(dang)升(sheng)級(ji)、公(gong)共服(fu)務(wu)設施提(ti)標擴(kuo)面(mian)、環境基礎(chu)設施提(ti)級(ji)擴(kuo)能(neng),培(pei)育縣(xian)(xian)(xian)域特色支柱產(chan)業,提(ti)升(sheng)縣(xian)(xian)(xian)城(cheng)綜合承載(zai)(zai)能(neng)力(li)和輻射帶(dai)(dai)動(dong)能(neng)力(li),促進(jin)縣(xian)(xian)(xian)域經濟規(gui)(gui)模(mo)與(yu)資(zi)源環境容量、人(ren)(ren)口規(gui)(gui)模(mo)與(yu)經濟規(gui)(gui)模(mo)、公(gong)共服(fu)務(wu)能(neng)力(li)與(yu)人(ren)(ren)口規(gui)(gui)模(mo)相匹配。

處理好城鄉(xiang)關(guan)(guan)系在我(wo)國現(xian)代(dai)化進(jin)程(cheng)(cheng)中始終具有全局(ju)性影響。我(wo)國現(xian)代(dai)化建設的推進(jin)過(guo)程(cheng)(cheng),也(ye)是城鄉(xiang)關(guan)(guan)系調整和重塑的過(guo)程(cheng)(cheng),帶(dai)來了整個社會(hui)生產力的發展和文明(ming)進(jin)步。

過去數十年(nian)來,我(wo)(wo)國城(cheng)鎮化(hua)進程(cheng)(cheng)超(chao)過了世(shi)界發展(zhan)史上任何(he)時代任何(he)國家,然(ran)而(er),我(wo)(wo)們(men)過去長期走過的(de)城(cheng)鎮化(hua)道路(lu),是一(yi)條速度型、規(gui)(gui)模擴(kuo)張型的(de)城(cheng)鎮化(hua)道路(lu),是一(yi)個農村(cun)人口大量向城(cheng)市(shi)(shi)轉移、農村(cun)資(zi)源(yuan)要素大規(gui)(gui)模向城(cheng)市(shi)(shi)流動(dong)進而(er)實現城(cheng)市(shi)(shi)規(gui)(gui)模不(bu)斷擴(kuo)張的(de)過程(cheng)(cheng)。這種粗放建設、大規(gui)(gui)模空間擴(kuo)張的(de)城(cheng)鎮化(hua)模式,建立在城(cheng)鄉公共資(zi)源(yuan)配置不(bu)均衡、要素交換不(bu)平等(deng)、利(li)益分(fen)配不(bu)合理的(de)基礎上,因而(er)必然(ran)與鄉村(cun)發展(zhan)存在內在沖突,造成的(de)結果(guo)是農業農村(cun)發展(zhan)活力(li)和(he)動(dong)力(li)不(bu)足。城(cheng)鄉這種競爭的(de)、互斥的(de)關系顯然(ran)是難以持續的(de)。

新(xin)(xin)型城(cheng)鎮化(hua)(hua)不同于傳統城(cheng)鎮化(hua)(hua),是(shi)以人為(wei)(wei)本的城(cheng)鎮化(hua)(hua),具有集(ji)約(yue)化(hua)(hua)、包(bao)容(rong)性特(te)征(zheng);同樣,鄉村全面(mian)(mian)振(zhen)興(xing)(xing)則(ze)是(shi)鄉村整體(ti)功(gong)能的塑造提(ti)升。新(xin)(xin)型城(cheng)鎮化(hua)(hua)與鄉村全面(mian)(mian)振(zhen)興(xing)(xing)具有理念(nian)統一性、目標互(hu)促性和(he)過程(cheng)互(hu)動性。一方面(mian)(mian),新(xin)(xin)型城(cheng)鎮化(hua)(hua)為(wei)(wei)解決“三農(nong)(nong)”問題提(ti)供(gong)了(le)重(zhong)(zhong)要(yao)途徑。在超小規模(mo)經營、資源緊約(yue)束條件下推進農(nong)(nong)業(ye)現(xian)代(dai)化(hua)(hua),提(ti)升鄉村建(jian)設水平,促進農(nong)(nong)民工資性收入增(zeng)長,都需要(yao)發(fa)揮新(xin)(xin)型城(cheng)鎮化(hua)(hua)有效轉(zhuan)移農(nong)(nong)業(ye)人口(kou)、吸納就業(ye)、輻射鄉村的作用(yong)。另一方面(mian)(mian),保持經濟社會穩定運行,提(ti)高城(cheng)鎮化(hua)(hua)質量,需要(yao)深化(hua)(hua)農(nong)(nong)村綜(zong)合配套改革,充分發(fa)揮鄉村作為(wei)(wei)消費(fei)市場(chang)(chang)和(he)要(yao)素(su)市場(chang)(chang)的重(zhong)(zhong)要(yao)作用(yong)。

中央經(jing)濟工(gong)作會議提(ti)出,要把推進新(xin)型城(cheng)(cheng)(cheng)鎮化(hua)(hua)(hua)和(he)鄉(xiang)(xiang)村(cun)全(quan)面振興(xing)有機結(jie)(jie)合起(qi)來(lai)。“有機結(jie)(jie)合”是城(cheng)(cheng)(cheng)鄉(xiang)(xiang)關系在(zai)更(geng)寬(kuan)領域、更(geng)深(shen)層(ceng)次的(de)統(tong)籌(chou)(chou)。統(tong)籌(chou)(chou)新(xin)型城(cheng)(cheng)(cheng)鎮化(hua)(hua)(hua)和(he)鄉(xiang)(xiang)村(cun)全(quan)面振興(xing),既不同(tong)于過去的(de)統(tong)籌(chou)(chou)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)發展(zhan)(zhan),也(ye)不同(tong)于城(cheng)(cheng)(cheng)鄉(xiang)(xiang)發展(zhan)(zhan)一體化(hua)(hua)(hua),三者盡管在(zai)目標取向(xiang)上有共同(tong)之(zhi)(zhi)處,但在(zai)基本內涵、核心要義上卻有所不同(tong)。統(tong)籌(chou)(chou)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)發展(zhan)(zhan)和(he)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)發展(zhan)(zhan)一體化(hua)(hua)(hua)都(dou)強(qiang)調通過調整城(cheng)(cheng)(cheng)鄉(xiang)(xiang)二元結(jie)(jie)構(gou)下的(de)制度和(he)政策(ce),來(lai)強(qiang)化(hua)(hua)(hua)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)之(zhi)(zhi)間的(de)聯系,解決“城(cheng)(cheng)(cheng)市(shi)有、農村(cun)沒有”或城(cheng)(cheng)(cheng)鄉(xiang)(xiang)資(zi)源(yuan)配置不均等問(wen)題。統(tong)籌(chou)(chou)新(xin)型城(cheng)(cheng)(cheng)鎮化(hua)(hua)(hua)和(he)鄉(xiang)(xiang)村(cun)全(quan)面振興(xing),更(geng)加強(qiang)調尊重城(cheng)(cheng)(cheng)鄉(xiang)(xiang)功能(neng)差異和(he)彰顯(xian)各自特色,促進城(cheng)(cheng)(cheng)鄉(xiang)(xiang)之(zhi)(zhi)間構(gou)建起(qi)共生關系或者發展(zhan)(zhan)共同(tong)體,進而推動(dong)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)關系在(zai)生產力更(geng)高水平上實現新(xin)提(ti)升。

從三個維度把握目標導向

統籌新型城(cheng)鎮化和鄉(xiang)村全(quan)面振興,是基于城(cheng)鄉(xiang)人口結(jie)構(gou)(gou)、經濟(ji)結(jie)構(gou)(gou)、社(she)會結(jie)構(gou)(gou)整(zheng)體性(xing)變遷(qian),對(dui)城(cheng)鄉(xiang)空間布局、公共資(zi)源(yuan)配置、產業發展(zhan)、社(she)會治(zhi)理(li)等進行系統構(gou)(gou)建的過(guo)程,可以從三個(ge)維度來把握其目(mu)標(biao)導(dao)向。

實現城(cheng)鄉(xiang)(xiang)人(ren)口的(de)雙(shuang)向(xiang)流動(dong)與社會融(rong)合(he)。人(ren)的(de)自由全(quan)面(mian)發展是(shi)現代化的(de)最終目標,也是(shi)城(cheng)鄉(xiang)(xiang)關系發展的(de)指向(xiang)和(he)歸宿。統(tong)籌新(xin)型城(cheng)鎮化和(he)鄉(xiang)(xiang)村全(quan)面(mian)振興,實質上(shang)是(shi)在(zai)統(tong)籌城(cheng)鄉(xiang)(xiang)之間人(ren)口的(de)有序流動(dong)、均(jun)衡分布和(he)融(rong)合(he)發展。過(guo)去,大(da)量農業人(ren)口向(xiang)城(cheng)市(shi)(shi)轉移,但(dan)很難平(ping)等(deng)享受城(cheng)鎮基本(ben)公共服務,也難以(yi)有效融(rong)入城(cheng)市(shi)(shi)社會;同時(shi),城(cheng)市(shi)(shi)人(ren)才下鄉(xiang)(xiang)也面(mian)臨(lin)諸多困難,很難留在(zai)農村。因(yin)此,統(tong)籌好“人(ren)”的(de)問(wen)題,對推(tui)進新(xin)型城(cheng)鎮化和(he)鄉(xiang)(xiang)村全(quan)面(mian)振興都至(zhi)為關鍵(jian),也需要城(cheng)鎮和(he)鄉(xiang)(xiang)村雙(shuang)向(xiang)發力,讓能(neng)進城(cheng)愿(yuan)(yuan)進城(cheng)的(de),更快更好融(rong)入城(cheng)市(shi)(shi);讓愿(yuan)(yuan)意下鄉(xiang)(xiang)的(de),扎(zha)根農村、施展所能(neng)。

暢(chang)通(tong)城(cheng)(cheng)鄉經濟(ji)循環。城(cheng)(cheng)鄉關系很大(da)程度上是一種經濟(ji)關系。統籌新型城(cheng)(cheng)鎮化和鄉村全面振興,本質上要求打破(po)體制機(ji)制壁壘造(zao)成的孤(gu)立發(fa)展格局,重構城(cheng)(cheng)鄉間的要素(su)流動和物質交(jiao)換,使資源要素(su)能夠在城(cheng)(cheng)鄉之間平等(deng)交(jiao)換和優化配置,各類生(sheng)產(chan)(chan)部(bu)門能以更(geng)(geng)合理(li)的方式、更(geng)(geng)加高級的形態組織起來(lai),生(sheng)產(chan)(chan)、分配、流通(tong)、消費(fei)各環節銜接暢(chang)通(tong),實現城(cheng)(cheng)鄉要素(su)對(dui)流、產(chan)(chan)業耦合和供需適配,進而使城(cheng)(cheng)鄉二元經濟(ji)結構由二元歸于(yu)一體化發(fa)展,暢(chang)通(tong)城(cheng)(cheng)鄉經濟(ji)循環,推動農(nong)業農(nong)村發(fa)展更(geng)(geng)好融入國民經濟(ji)循環體系。

形成共(gong)(gong)(gong)建共(gong)(gong)(gong)治(zhi)共(gong)(gong)(gong)享的(de)(de)城(cheng)(cheng)鄉治(zhi)理(li)格局(ju)。這里(li)的(de)(de)城(cheng)(cheng)鄉治(zhi)理(li)是(shi)一個(ge)包括城(cheng)(cheng)鄉基礎(chu)設施(shi)建設、公(gong)(gong)共(gong)(gong)(gong)服務供給、社會治(zhi)理(li)、生(sheng)(sheng)態環境(jing)保(bao)護(hu)等(deng)在(zai)(zai)內,旨在(zai)(zai)提高(gao)城(cheng)(cheng)鄉居(ju)民生(sheng)(sheng)活(huo)質(zhi)量和(he)福(fu)利的(de)(de)廣義概(gai)念(nian)。統(tong)籌新型城(cheng)(cheng)鎮化和(he)鄉村全面(mian)(mian)振(zhen)興,要加快消除制(zhi)度性、歷(li)史(shi)性因(yin)素造成的(de)(de)城(cheng)(cheng)鄉公(gong)(gong)共(gong)(gong)(gong)資源配置(zhi)、公(gong)(gong)共(gong)(gong)(gong)服務享有、基本權益保(bao)障(zhang)等(deng)方(fang)面(mian)(mian)的(de)(de)差距,推動實現城(cheng)(cheng)鄉在(zai)(zai)工作條件、收(shou)入(ru)水(shui)平、居(ju)住(zhu)環境(jing)、社會待遇等(deng)方(fang)面(mian)(mian)等(deng)值化,使(shi)城(cheng)(cheng)鄉各類人(ren)群(qun)無論居(ju)住(zhu)在(zai)(zai)城(cheng)(cheng)鎮還(huan)是(shi)鄉村,都能公(gong)(gong)平地享受(shou)公(gong)(gong)共(gong)(gong)(gong)資源和(he)社會福(fu)利,全面(mian)(mian)參與政治(zhi)、經濟、社會和(he)文化生(sheng)(sheng)活(huo)。

找準高效統籌著力點

統籌新型城鎮(zhen)化和鄉(xiang)村(cun)全(quan)面振興,要(yao)立足(zu)城鄉(xiang)各自優(you)勢功能,發揮好制度創新、市場建設(she)和技術(shu)賦能的協同效(xiao)應,切(qie)實增(zeng)強城鄉(xiang)發展(zhan)的平衡性、協調性和包容性。

統籌城(cheng)(cheng)鄉重(zhong)點領域改(gai)革(ge)。推進新型城(cheng)(cheng)鎮化(hua)(hua)和(he)鄉村(cun)(cun)全面振(zhen)興有機結合(he),必須系統謀劃城(cheng)(cheng)鄉融合(he)發(fa)展領域的體制機制改(gai)革(ge),強化(hua)(hua)城(cheng)(cheng)鄉改(gai)革(ge)的整體性、協調性,加(jia)快破(po)除城(cheng)(cheng)鄉二(er)(er)元結構。在諸多改(gai)革(ge)事(shi)項中(zhong),關(guan)鍵在于通過深化(hua)(hua)要素市場化(hua)(hua)配置改(gai)革(ge),理順人地(di)關(guan)系邏輯(ji),探索建立城(cheng)(cheng)鄉人口流動與土(tu)地(di)權益(yi)流轉匹配機制。結合(he)第二(er)(er)輪土(tu)地(di)承包到(dao)期后再延長30年(nian)試點等工作(zuo),加(jia)快探索進城(cheng)(cheng)落戶農民(min)農村(cun)(cun)“三權”有償退出方式(shi),提(ti)高農業轉移(yi)人口市民(min)化(hua)(hua)質量,為農村(cun)(cun)土(tu)地(di)規模經營騰出空間。同時,完善下鄉群體合(he)理用地(di)保障機制,切(qie)實解決好農村(cun)(cun)一二(er)(er)三產業融合(he)“用地(di)難”問題。

統籌城(cheng)(cheng)鄉市(shi)(shi)場體系建設(she)。推進(jin)新型(xing)(xing)城(cheng)(cheng)鎮化和鄉村(cun)全(quan)(quan)面振(zhen)興(xing)有機(ji)結合(he),實質(zhi)(zhi)上是(shi)一個優(you)化城(cheng)(cheng)鄉資(zi)源(yuan)要(yao)素配置的(de)過程。目前我(wo)國(guo)城(cheng)(cheng)鄉市(shi)(shi)場分(fen)割、鄉村(cun)市(shi)(shi)場化建設(she)相對滯(zhi)后,難(nan)以適應城(cheng)(cheng)鄉資(zi)源(yuan)優(you)化配置的(de)要(yao)求。為此,要(yao)加快鄉村(cun)市(shi)(shi)場化建設(she)進(jin)程,把鄉村(cun)融入統一大市(shi)(shi)場建設(she),健全(quan)(quan)城(cheng)(cheng)鄉統一的(de)土地和勞動(dong)力市(shi)(shi)場。完(wan)善農村(cun)產(chan)(chan)權流轉交(jiao)(jiao)易(yi)市(shi)(shi)場體系、交(jiao)(jiao)易(yi)規則和監管機(ji)制,提升農村(cun)產(chan)(chan)權流轉交(jiao)(jiao)易(yi)發展質(zhi)(zhi)量。健全(quan)(quan)縣域(yu)商業體系,統籌推進(jin)縣鄉村(cun)商業網點空間布(bu)局,暢(chang)通工業品(pin)下鄉和農產(chan)(chan)品(pin)進(jin)城(cheng)(cheng)雙向流通渠道。加強標準(zhun)化規范化建設(she)、數字化轉型(xing)(xing)、業態(tai)模式創新等,提升農產(chan)(chan)品(pin)市(shi)(shi)場功能(neng)。

統籌城(cheng)鄉公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)配(pei)(pei)置(zhi)(zhi)(zhi)。公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)是社(she)會基(ji)礎(chu)性資(zi)(zi)(zi)源(yuan)(yuan)(yuan),是城(cheng)鄉社(she)會發展(zhan)的(de)重要(yao)保障。推動(dong)城(cheng)鄉公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)優化(hua)配(pei)(pei)置(zhi)(zhi)(zhi),既要(yao)強(qiang)調公(gong)平,推動(dong)更(geng)多(duo)(duo)的(de)優質資(zi)(zi)(zi)源(yuan)(yuan)(yuan)向(xiang)鄉村配(pei)(pei)置(zhi)(zhi)(zhi),強(qiang)化(hua)基(ji)礎(chu)設(she)施和公(gong)共(gong)(gong)(gong)事業(ye)縣(xian)鄉村統籌,縮小城(cheng)鄉基(ji)礎(chu)設(she)施和公(gong)共(gong)(gong)(gong)服(fu)務(wu)差距;同(tong)時也(ye)要(yao)注重效率(lv),適應城(cheng)鄉人口(kou)(kou)(kou)結構、發展(zhan)形態變(bian)化(hua),增強(qiang)公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)與人口(kou)(kou)(kou)分布的(de)空間適應性,避免造成(cheng)公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)浪費。特別是要(yao)推動(dong)公(gong)共(gong)(gong)(gong)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)由按(an)城(cheng)市行(xing)政等級(ji)配(pei)(pei)置(zhi)(zhi)(zhi)向(xiang)按(an)實際服(fu)務(wu)管理人口(kou)(kou)(kou)規模配(pei)(pei)置(zhi)(zhi)(zhi)轉變(bian),賦予縣(xian)級(ji)更(geng)多(duo)(duo)資(zi)(zi)(zi)源(yuan)(yuan)(yuan)整合使用的(de)自主(zhu)權(quan),強(qiang)化(hua)縣(xian)域發展(zhan)能力,引導農業(ye)轉移人口(kou)(kou)(kou)就近城(cheng)鎮化(hua)。

統(tong)籌(chou)縣(xian)(xian)(xian)域(yu)(yu)產(chan)城(cheng)(cheng)(cheng)人(ren)(ren)發展。縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)是城(cheng)(cheng)(cheng)鄉(xiang)融合發展的(de)關鍵紐帶,是推動(dong)新型城(cheng)(cheng)(cheng)鎮(zhen)化(hua)與(yu)鄉(xiang)村全面振興有(you)機(ji)結合的(de)重要(yao)載(zai)體(ti)。要(yao)充(chong)分考(kao)慮縣(xian)(xian)(xian)域(yu)(yu)人(ren)(ren)口流動(dong)變化(hua)趨(qu)勢、資(zi)源環(huan)境承載(zai)能(neng)(neng)(neng)力(li)等,統(tong)籌(chou)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)生產(chan)、生活、生態、安全需要(yao),推動(dong)縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)產(chan)業配(pei)套設施提質增效、市政公用(yong)設施提檔升級、公共(gong)服(fu)務設施提標(biao)擴面、環(huan)境基礎設施提級擴能(neng)(neng)(neng),培(pei)育(yu)縣(xian)(xian)(xian)域(yu)(yu)特色(se)支柱產(chan)業,提升縣(xian)(xian)(xian)城(cheng)(cheng)(cheng)綜合承載(zai)能(neng)(neng)(neng)力(li)和輻射(she)帶動(dong)能(neng)(neng)(neng)力(li),促進縣(xian)(xian)(xian)域(yu)(yu)經濟(ji)(ji)規(gui)(gui)模與(yu)資(zi)源環(huan)境容量、人(ren)(ren)口規(gui)(gui)模與(yu)經濟(ji)(ji)規(gui)(gui)模、公共(gong)服(fu)務能(neng)(neng)(neng)力(li)與(yu)人(ren)(ren)口規(gui)(gui)模相匹配(pei)。
