)(yu)(yu)(yu)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)的(de)困(kun)難和問(wen)題,取得了(le)實(shi)實(shi)在(zai)在(zai)的(de)成(cheng)效(xiao)。受疫(yi)情(qing)(qing)影響,2021年(nian)、2022年(nian)未大范圍開(kai)展(zhan)(zhan)(zhan)評(ping)(ping)(ping)估(gu)(gu)(gu)(gu)認(ren)(ren)(ren)定工(gong)(gong)(gong)作。疫(yi)情(qing)(qing)防控(kong)平(ping)穩(wen)轉段后,有(you)(you)必(bi)要繼續(xu)推進這項(xiang)工(gong)(gong)(gong)作,促進學(xue)(xue)(xue)前(qian)(qian)(qian)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)持續(xu)健康(kang)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)。

二、評估認定的標準是什么?

答:《辦法(fa)》從普(pu)及普(pu)惠水平、政(zheng)府保障(zhang)情況(kuang)、幼兒園保教質量(liang)保障(zhang)情況(kuang)等3個方面(mian),提出(chu)了17條具體(ti)指標和標準(zhun)。在評(ping)估認定過程中,著重把握五個方面(mian):

第一(yi),普(pu)及普(pu)惠(hui)程度達標。核(he)心是(shi)三(san)項指標:一(yi)是(shi)學(xue)前三(san)年毛入園(yuan)(yuan)率達到85%。確保該上、想上幼(you)兒園(yuan)(yuan)的孩子都(dou)能順利入園(yuan)(yuan),基本解決“入園(yuan)(yuan)難”問題(ti)。二是(shi)普(pu)惠(hui)性幼(you)兒園(yuan)(yuan)覆蓋率達到80%。保證(zheng)普(pu)通(tong)家庭孩子能上質優(you)價廉的幼(you)兒園(yuan)(yuan)。三(san)是(shi)公辦園(yuan)(yuan)在園(yuan)(yuan)幼(you)兒占(zhan)比達到50%。體現以(yi)公辦園(yuan)(yuan)為(wei)主導(dao)的導(dao)向,同(tong)時又為(wei)社會(hui)力量辦園(yuan)(yuan)留足空間(jian)。

第二,保教質量合格。關鍵是三方面:一是幼兒園以游戲為基本活動。幼兒園合理安排幼兒一日活動,保證幼兒自主游戲時間,為幼兒提供豐富的活動內容和多樣的活動形式,特別要保證幼兒戶外活動。二是注重全面發展。幼兒園活動內容要涉及健康、語言、社會、科學、藝術五大領域,促進幼兒情感、態度、能力、知識、技能等全面發展。三是沒有“小學化”現象。幼兒園不能提前教授漢語拼音、識字、計算、百姓彩票最新網址英語等小學課程內容(rong),不(bu)能以(yi)課堂集中(zhong)授(shou)課方式(shi)為主組織(zhi)安排一(yi)日活動(dong),或以(yi)機械背誦、記憶、抄寫、計(ji)算等方式(shi)進行知識訓練。

第(di)三(san),教(jiao)師(shi)(shi)隊伍建設(she)合格(ge)。核心是四方面:一(yi)(yi)是教(jiao)師(shi)(shi)數量達標(biao)。要足額配備(bei)教(jiao)職(zhi)員工(gong),落實每班“兩教(jiao)一(yi)(yi)保(bao)”(即(ji)兩名專任教(jiao)師(shi)(shi),一(yi)(yi)名保(bao)育員)要求。二是教(jiao)師(shi)(shi)資質合格(ge)。專任教(jiao)師(shi)(shi)要全員持證上(shang)崗。三(san)是教(jiao)師(shi)(shi)待遇有保(bao)障。公辦園編(bian)(bian)內(nei)(nei)編(bian)(bian)外(wai)教(jiao)師(shi)(shi)要“同工(gong)同酬(chou)”,編(bian)(bian)外(wai)教(jiao)師(shi)(shi)在工(gong)資收(shou)入(ru)、福利、培訓、評先評優、職(zhi)稱評定(ding)等(deng)方面享有與編(bian)(bian)內(nei)(nei)教(jiao)師(shi)(shi)同等(deng)權益。編(bian)(bian)外(wai)教(jiao)師(shi)(shi)工(gong)資收(shou)入(ru)應由財(cai)政(zheng)保(bao)障,納(na)入(ru)財(cai)政(zheng)預算。各類幼兒園應為教(jiao)職(zhi)工(gong)足額足項繳納(na)社會保(bao)險和(he)住房(fang)公積(ji)金(jin)。四是師(shi)(shi)德師(shi)(shi)風規范。不能發生師(shi)(shi)德失范行為重大事(shi)件。

第(di)四(si),經費保障到(dao)位。主要是(shi)兩方面:一是(shi)公(gong)辦園生均公(gong)用經費撥(bo)款標準不低于(yu)600元(yuan)/年(nian)·人,并及(ji)時撥(bo)付到(dao)位。二是(shi)落(luo)實普惠性(xing)民辦園補助,扶持普惠性(xing)民辦園健康(kang)穩定(ding)發展。

第(di)五(wu),群(qun)眾(zhong)滿(man)意。面向家長、教師、人(ren)大代表、政(zheng)協(xie)委員、一般群(qun)眾(zhong)等群(qun)體開展(zhan)的社會認(ren)可度調查,社會認(ren)可度要達到85%以上(shang)。

三、評估認定的程序是什么?

答(da):督(du)(du)導(dao)(dao)(dao)評估按(an)照《辦法(fa)》規定(ding)的“縣(xian)(xian)(xian)級(ji)(ji)(ji)自(zi)評、市級(ji)(ji)(ji)初核(he)、省(sheng)級(ji)(ji)(ji)評估、國家認(ren)定(ding)”的程序開展。其(qi)中,縣(xian)(xian)(xian)級(ji)(ji)(ji)教(jiao)(jiao)育(yu)督(du)(du)導(dao)(dao)(dao)部(bu)門對照《辦法(fa)》規定(ding)的標準要(yao)求開展自(zi)評,自(zi)評合(he)格的于每年4月(yue)(yue)底(di)(di)前(qian)(qian)申(shen)(shen)請市級(ji)(ji)(ji)初核(he);市級(ji)(ji)(ji)教(jiao)(jiao)育(yu)督(du)(du)導(dao)(dao)(dao)部(bu)門依據已有(you)數據、日常(chang)工(gong)作掌握情況和縣(xian)(xian)(xian)級(ji)(ji)(ji)自(zi)評情況進(jin)(jin)行初核(he),初核(he)合(he)格的于當(dang)年5月(yue)(yue)底(di)(di)前(qian)(qian)申(shen)(shen)請省(sheng)級(ji)(ji)(ji)評估;省(sheng)級(ji)(ji)(ji)教(jiao)(jiao)育(yu)督(du)(du)導(dao)(dao)(dao)部(bu)門對申(shen)(shen)報(bao)縣(xian)(xian)(xian)指標進(jin)(jin)行審核(he),對指標合(he)格的縣(xian)(xian)(xian)開展實地(di)督(du)(du)導(dao)(dao)(dao)評估,實地(di)督(du)(du)導(dao)(dao)(dao)評估前(qian)(qian)要(yao)向社(she)會發布(bu)公告(gao),督(du)(du)導(dao)(dao)(dao)評估結果要(yao)向社(she)會公示(shi)至少5個工(gong)作日,通過省(sheng)級(ji)(ji)(ji)督(du)(du)導(dao)(dao)(dao)評估的縣(xian)(xian)(xian)于當(dang)年9月(yue)(yue)底(di)(di)前(qian)(qian)申(shen)(shen)請國家督(du)(du)導(dao)(dao)(dao)評估認(ren)定(ding)。

國家(jia)督(du)導評估(gu)認(ren)(ren)(ren)定(ding)包括(kuo)4個(ge)程序:一是指(zhi)(zhi)標(biao)審核。由教(jiao)育(yu)部(bu)(bu)教(jiao)育(yu)督(du)導局會(hui)(hui)同部(bu)(bu)內(nei)基礎教(jiao)育(yu)司等(deng)多個(ge)相關(guan)司局,對(dui)照《辦法》規定(ding)的(de)17項指(zhi)(zhi)標(biao),對(dui)申(shen)(shen)報縣(xian)(xian)進(jin)行指(zhi)(zhi)標(biao)審核,各(ge)項指(zhi)(zhi)標(biao)須(xu)達到標(biao)準要求。二是社(she)會(hui)(hui)認(ren)(ren)(ren)可度(du)(du)調查(cha)。通(tong)過國家(jia)學前教(jiao)育(yu)普(pu)及(ji)普(pu)惠社(she)會(hui)(hui)認(ren)(ren)(ren)可度(du)(du)調查(cha)平臺(tai)對(dui)申(shen)(shen)報縣(xian)(xian)的(de)家(jia)長、教(jiao)職工、園長、人大代表、政協委員等(deng)開(kai)(kai)展(zhan)調查(cha),社(she)會(hui)(hui)認(ren)(ren)(ren)可度(du)(du)須(xu)高于85%。三是實地核查(cha)。組(zu)織(zhi)專家(jia)組(zu),對(dui)所有申(shen)(shen)報縣(xian)(xian)指(zhi)(zhi)標(biao)審核和(he)社(she)會(hui)(hui)認(ren)(ren)(ren)可度(du)(du)調查(cha)均合格的(de)省份開(kai)(kai)展(zhan)實地抽查(cha)。四是結果認(ren)(ren)(ren)定(ding)。根據實地抽查(cha)情況及(ji)核查(cha)反饋(kui)問(wen)題整改落實情況,按程序確定(ding)學前教(jiao)育(yu)普(pu)及(ji)普(pu)惠縣(xian)(xian)名單。

四、評估中發現了哪些好的經驗做法?

答:通過評(ping)估(gu)發(fa)現,有關(guan)省份黨委、政府高度重視(shi)學前教(jiao)育(yu)改革發(fa)展(zhan),指導(dao)市縣對照評(ping)估(gu)標準有序開展(zhan)學前教(jiao)育(yu)普及普惠縣創(chuang)建(jian)工作,大力發(fa)展(zhan)學前教(jiao)育(yu),結合實(shi)際(ji)、因(yin)地制宜,創(chuang)造了一些典(dian)型(xing)經驗(yan)做法,主要體現在(zai)五(wu)個方面:

第一,黨委和政府高度重視。例如,浙江省將學前教育普及普惠安全優質發展納入省政府對市縣政府季度調度內容;天津、百姓彩票四川(chuan)、新疆等(deng)省(sheng)份(fen)連續多(duo)年將幼兒(er)園建(jian)設(she)納入省(sheng)政府民生實事項(xiang)(xiang)目(mu);內(nei)蒙古(gu)、山東、貴州(zhou)等(deng)省(sheng)份(fen)設(she)立專項(xiang)(xiang)資金(jin),對創建(jian)學前教育普(pu)及普(pu)惠(hui)縣予以獎勵(li)。

第二,經費保(bao)障力度大(da)。例如,浙江天(tian)臺(tai)縣、福建漳(zhang)州市長泰區、貴(gui)州龍里縣等地,近年(nian)來學前教育(yu)財(cai)政投入年(nian)均增長超過25%;上(shang)海、新疆等省(sheng)份的(de)部分(fen)地區公辦園生均公用經費撥款(kuan)標準超過每(mei)(mei)生每(mei)(mei)年(nian)2000元,天(tian)津市達(da)到每(mei)(mei)生每(mei)(mei)年(nian)1200元。

第三,教(jiao)(jiao)師隊(dui)伍(wu)建(jian)設(she)力(li)度(du)大。一是及時足額補充幼(you)(you)兒(er)(er)園(yuan)(yuan)教(jiao)(jiao)師。天津、上海市出臺公辦(ban)園(yuan)(yuan)機構編(bian)(bian)制(zhi)(zhi)標準;福(fu)建(jian)明溪、泰寧(ning)縣,山(shan)東高青(qing)、齊(qi)河縣,四川汶川縣,新疆拜城(cheng)縣等(deng)地(di),為公辦(ban)園(yuan)(yuan)足額核定教(jiao)(jiao)師編(bian)(bian)制(zhi)(zhi);內蒙(meng)古阿魯科爾沁旗、貴州(zhou)六盤水(shui)市水(shui)城(cheng)區等(deng)地(di),通過備案(an)制(zhi)(zhi)、員額制(zhi)(zhi)等(deng)多種途徑補充幼(you)(you)兒(er)(er)園(yuan)(yuan)專(zhuan)(zhuan)任教(jiao)(jiao)師。二是教(jiao)(jiao)師待遇保障到(dao)位。內蒙(meng)古包(bao)頭市白云鄂博礦區、山(shan)東鄒平市、湖(hu)南臨澧縣、貴州(zhou)六盤水(shui)市水(shui)城(cheng)區等(deng)地(di),專(zhuan)(zhuan)門制(zhi)(zhi)定了(le)保障公辦(ban)園(yuan)(yuan)編(bian)(bian)內編(bian)(bian)外教(jiao)(jiao)師“同工同酬(chou)”的制(zhi)(zhi)度(du)文件;湖(hu)南長沙市芙蓉區、西藏拉薩市達孜區等(deng)地(di),為來自外地(di)的幼(you)(you)兒(er)(er)園(yuan)(yuan)教(jiao)(jiao)師提供(gong)免(mian)費住(zhu)房或發放租房補貼(tie)。

第(di)四(si),幼(you)兒(er)(er)(er)園(yuan)(yuan)專(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)管(guan)(guan)理(li)(li)(li)水平(ping)(ping)較(jiao)高(gao)(gao)。幼(you)兒(er)(er)(er)園(yuan)(yuan)園(yuan)(yuan)長、專(zhuan)(zhuan)任教師(shi)專(zhuan)(zhuan)業(ye)(ye)水平(ping)(ping)較(jiao)高(gao)(gao)。同時幼(you)兒(er)(er)(er)園(yuan)(yuan)規(gui)范化(hua)(hua)管(guan)(guan)理(li)(li)(li)水平(ping)(ping)也(ye)較(jiao)高(gao)(gao):一(yi)(yi)是(shi)衛(wei)(wei)(wei)生保(bao)健人員(yuan)專(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)管(guan)(guan)理(li)(li)(li)。一(yi)(yi)些(xie)(xie)地(di)(di)方,幼(you)兒(er)(er)(er)園(yuan)(yuan)衛(wei)(wei)(wei)生保(bao)健人員(yuan)由(you)衛(wei)(wei)(wei)健部門(men)統一(yi)(yi)配(pei)備管(guan)(guan)理(li)(li)(li),衛(wei)(wei)(wei)健部門(men)定期(qi)開(kai)展培訓,實(shi)行專(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)管(guan)(guan)理(li)(li)(li)。二是(shi)保(bao)育員(yuan)、營(ying)養員(yuan)分(fen)級(ji)(ji)管(guan)(guan)理(li)(li)(li)。一(yi)(yi)些(xie)(xie)地(di)(di)方,公辦園(yuan)(yuan)保(bao)育員(yuan)、營(ying)養員(yuan)實(shi)行初(chu)、中、高(gao)(gao)分(fen)級(ji)(ji)管(guan)(guan)理(li)(li)(li),薪(xin)酬與(yu)(yu)技(ji)術(shu)等級(ji)(ji)掛鉤并納入財政(zheng)保(bao)障,定期(qi)開(kai)展專(zhuan)(zhuan)項培訓、技(ji)能競賽。三是(shi)安(an)全風險防控(kong)專(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)。各地(di)(di)普(pu)遍落(luo)實(shi)了幼(you)兒(er)(er)(er)園(yuan)(yuan)封閉化(hua)(hua)管(guan)(guan)理(li)(li)(li)、專(zhuan)(zhuan)職保(bao)安(an)員(yuan)配(pei)備、視頻監控(kong)系統與(yu)(yu)公安(an)機(ji)關聯(lian)網(wang)、“一(yi)(yi)鍵(jian)報警”裝置與(yu)(yu)公安(an)機(ji)關聯(lian)網(wang)四(si)個(ge)“百(bai)分(fen)百(bai)”要(yao)求。四(si)是(shi)食堂管(guan)(guan)理(li)(li)(li)專(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)。有的(de)地(di)(di)方打造幼(you)兒(er)(er)(er)園(yuan)(yuan)“智慧食堂”,制訂帶量食譜,嚴(yan)格(ge)控(kong)制進貨渠道,實(shi)現食堂管(guan)(guan)理(li)(li)(li)及(ji)食品(pin)采購使用全鏈條、全時段動(dong)態(tai)監督。

第(di)五,努力提(ti)高(gao)(gao)保教(jiao)質(zhi)量(liang)(liang)。一(yi)是出臺(tai)標準(zhun)規(gui)范辦(ban)園(yuan)行為。例如(ru),山東(dong)(dong)省濟南(nan)市出臺(tai)地方標準(zhun)《幼(you)兒(er)(er)(er)園(yuan)保育(yu)教(jiao)育(yu)服務(wu)規(gui)范》。二是提(ti)高(gao)(gao)幼(you)兒(er)(er)(er)園(yuan)活動(dong)質(zhi)量(liang)(liang)。許多(duo)地方充分挖掘社會資源,利用自(zi)然條(tiao)件,結(jie)(jie)合兒(er)(er)(er)童年齡特點設計豐(feng)富(fu)多(duo)彩的一(yi)日活動(dong)。三是加強教(jiao)研(yan)培訓。天津河(he)西(xi)區、江蘇如(ru)東(dong)(dong)縣(xian)等(deng)地,成立(li)研(yan)訓基地和(he)鄉(xiang)村教(jiao)師培育(yu)站,幫助(zhu)(zhu)幼(you)兒(er)(er)(er)教(jiao)師專業化(hua)成長。四是以城帶鄉(xiang),以強幫弱。許多(duo)地方積極推動(dong)集團化(hua)辦(ban)園(yuan)和(he)城鄉(xiang)幼(you)兒(er)(er)(er)園(yuan)結(jie)(jie)對共(gong)建,幫助(zhu)(zhu)鄉(xiang)村園(yuan)和(he)薄(bo)弱園(yuan)提(ti)高(gao)(gao)保教(jiao)質(zhi)量(liang)(liang)。

總體(ti)來看,各地(di)認(ren)真貫徹落(luo)實中央的決策部署(shu),高(gao)度重視(shi)學(xue)前(qian)教育(yu),創(chuang)新工(gong)作(zuo)方法,采取多種措施,不斷完善(shan)學(xue)前(qian)教育(yu)保障體(ti)系(xi)和工(gong)作(zuo)機制,使當地(di)學(xue)前(qian)教育(yu)走上了持續(xu)、健康、高(gao)質量發展的軌道。特別是:

上(shang)海市金山區高質量推進學前教(jiao)育普及普惠發(fa)展,公辦園(yuan)專任教(jiao)師全部有事業(ye)編制,普遍達(da)到(dao)本科(ke)以上(shang)學歷;保育員(yuan)(yuan)、營養(yang)員(yuan)(yuan)實行分(fen)級管理,中、高級保育員(yuan)(yuan)和營養(yang)員(yuan)(yuan)占比(bi)達(da)到(dao)95%以上(shang);幼(you)兒(er)園(yuan)為教(jiao)職工繳(jiao)納(na)“五險一(yi)金”外(wai)還(huan)繳(jiao)納(na)職業(ye)年金;幼(you)兒(er)園(yuan)室內和戶外(wai)活(huo)動豐富多樣,幼(you)兒(er)在(zai)園(yuan)內有充足的(de)自主游戲時(shi)間,教(jiao)師支(zhi)持、引導幼(you)兒(er)在(zai)親近自然的(de)環境下健康(kang)快(kuai)樂(le)成(cheng)長。

新疆維吾爾(er)自治(zhi)區拜(bai)城(cheng)縣以教(jiao)育(yu)督(du)導(dao)為(wei)抓手,全(quan)面(mian)提高學前(qian)(qian)教(jiao)育(yu)普(pu)(pu)及(ji)普(pu)(pu)惠水平,出臺《拜(bai)城(cheng)縣縣域學前(qian)(qian)教(jiao)育(yu)普(pu)(pu)及(ji)普(pu)(pu)惠督(du)導(dao)評估工作實施方(fang)(fang)案(an)》,明確創建(jian)工作時間表和路線圖;2017年以來,投入1.8億元新建(jian)改擴建(jian)幼(you)(you)兒園(yuan)(yuan)(yuan)90所,設(she)(she)立專(zhuan)項(xiang)資(zi)金支(zhi)持(chi)幼(you)(you)兒園(yuan)(yuan)(yuan)改造(zao)提升(sheng),完(wan)善學前(qian)(qian)教(jiao)育(yu)基礎設(she)(she)施建(jian)設(she)(she);幼(you)(you)兒園(yuan)(yuan)(yuan)全(quan)部為(wei)公辦園(yuan)(yuan)(yuan),專(zhuan)任教(jiao)師全(quan)部持(chi)證(zheng)上(shang)崗、有事業編(bian)制、普(pu)(pu)通話合格,平均工資(zi)收入超過當地公務員平均水平;出臺《拜(bai)城(cheng)縣幼(you)(you)兒園(yuan)(yuan)(yuan)規范辦園(yuan)(yuan)(yuan)行為(wei)全(quan)面(mian)提升(sheng)保教(jiao)質(zhi)量專(zhuan)項(xiang)行動方(fang)(fang)案(an)》,建(jian)立幼(you)(you)兒園(yuan)(yuan)(yuan)規范管理、質(zhi)量提升(sheng)的長效機(ji)制。

浙(zhe)江省(sheng)紹興(xing)市(shi)(shi)(shi)域全(quan)面推進學(xue)前教(jiao)(jiao)(jiao)(jiao)育普及普惠發展(zhan),將學(xue)前教(jiao)(jiao)(jiao)(jiao)育納入(ru)市(shi)(shi)(shi)域統籌規(gui)劃(hua),加(jia)大(da)市(shi)(shi)(shi)級財政對(dui)學(xue)前教(jiao)(jiao)(jiao)(jiao)育的投入(ru)力度(du);從(cong)2007年(nian)(nian)起建立公辦園(yuan)編(bian)外教(jiao)(jiao)(jiao)(jiao)師(shi)收入(ru)專(zhuan)項(xiang)補助制度(du),保障編(bian)內(nei)編(bian)外教(jiao)(jiao)(jiao)(jiao)師(shi)“同工同酬”;市(shi)(shi)(shi)級出(chu)臺學(xue)前教(jiao)(jiao)(jiao)(jiao)育優質發展(zhan)共同體建設(she)指導意見、農村幼(you)兒(er)園(yuan)提質二十條等(deng)文件,推動市(shi)(shi)(shi)域內(nei)幼(you)兒(er)園(yuan)保教(jiao)(jiao)(jiao)(jiao)質量整體提升;2023年(nian)(nian),市(shi)(shi)(shi)域內(nei)6個縣(市(shi)(shi)(shi)、區(qu))全(quan)部通過國家督導評(ping)估認(ren)定。

為了供各地學(xue)(xue)習借鑒典(dian)型經驗,我們將上(shang)海市金(jin)山區高質量(liang)推(tui)進學(xue)(xue)前教(jiao)(jiao)育普及普惠發(fa)展、新疆維吾爾自治區拜(bai)城縣以教(jiao)(jiao)育督導為抓手全(quan)(quan)面提高學(xue)(xue)前教(jiao)(jiao)育普及普惠水平、浙江省(sheng)紹興市域(yu)全(quan)(quan)面推(tui)進學(xue)(xue)前教(jiao)(jiao)育普及普惠發(fa)展的典(dian)型案例作為附件與《通(tong)知》一并印發(fa)。

五、評估中發現了哪些問題?

答:中(zhong)辦(ban)、國辦(ban)《關于(yu)深化(hua)新時代(dai)教育(yu)督導(dao)體制(zhi)機制(zhi)改(gai)革(ge)的意見》提出(chu),督導(dao)評估“重在發現(xian)問(wen)題(ti)(ti)、診斷問(wen)題(ti)(ti)、督促(cu)整(zheng)改(gai)”。實地核查中(zhong),我們堅持(chi)問(wen)題(ti)(ti)導(dao)向,對照評估標準和(he)國家(jia)對學前教育(yu)的發展(zhan)要(yao)求,指出(chu)了一些短板(ban)弱項和(he)差距問(wen)題(ti)(ti),主要(yao)有五個方面:

一(yi)是辦園條件不足(zu)(zu)。部分幼兒園室外(wai)游戲場地面積(ji)不足(zu)(zu)、活(huo)動用房面積(ji)不足(zu)(zu);沒有獨立衛生(sheng)間;便池(chi)、洗(xi)手(shou)池(chi)配(pei)備數量不足(zu)(zu);圖畫書和玩教具配(pei)備種類單一(yi)、數量不足(zu)(zu)。

二是教(jiao)師(shi)隊伍建設不(bu)到位。個(ge)別(bie)(bie)地方(fang)采取(qu)勞務派(pai)遣的方(fang)式招聘幼(you)兒園專任教(jiao)師(shi);部(bu)分地方(fang)公辦(ban)園編內編外教(jiao)師(shi)“同(tong)工(gong)同(tong)酬”保障(zhang)水(shui)平偏(pian)低;個(ge)別(bie)(bie)民(min)辦(ban)園沒有為教(jiao)職(zhi)工(gong)繳納“五險一金”;部(bu)分幼(you)兒園教(jiao)師(shi)培訓(xun)不(bu)規(gui)范,培訓(xun)效果不(bu)佳。

三是安全管理不(bu)到(dao)位。部分幼兒園安保人(ren)員年(nian)齡偏大(da),“一鍵報警(jing)”系統失靈,視頻監(jian)控不(bu)到(dao)位,消防(fang)設施不(bu)齊全,臺(tai)階、玩具存(cun)在安全隱患(huan)等。

四是衛生(sheng)保健工作不(bu)(bu)到位。部(bu)分幼兒園未按要求配足保健人員;紫外線殺菌(jun)燈配備數量不(bu)(bu)足;食堂管理不(bu)(bu)規(gui)范(fan),未安裝(zhuang)防鼠設施,未制訂帶(dai)量食譜,食材儲存和登記不(bu)(bu)規(gui)范(fan);兒童(tong)毛巾(jin)未按要求消毒等。

五是辦(ban)園(yuan)行為不(bu)規范,保教(jiao)質量有待提高。部分幼(you)兒(er)園(yuan)名(ming)稱(cheng)不(bu)規范,名(ming)稱(cheng)中包含外語詞匯、外國(guo)(guo)國(guo)(guo)名(ming)或(huo)地名(ming)等(deng);個別幼(you)兒(er)園(yuan)仍存在“小學化”傾向;部分幼(you)兒(er)園(yuan)保教(jiao)活動(dong)單(dan)一,沒有根據(ju)幼(you)兒(er)年齡(ling)特點組織游戲活動(dong)。

發現的問題,各(ge)地均已(yi)整(zheng)改(gai)或制定了可操作的整(zheng)改(gai)方案。

六、評估中如何克服形式主義,減輕基層負擔?

答(da):主要采取五個方面(mian)的措(cuo)施(shi):

一(yi)是實(shi)現申(shen)報(bao)(bao)(bao)材(cai)料(liao)信息化(hua)。縣級、市級、省(sheng)(sheng)(sheng)級教(jiao)(jiao)育督(du)導部(bu)門(men)均(jun)通過縣域學前教(jiao)(jiao)育普及普惠督(du)導評估(gu)信息平臺(tai)上(shang)傳申(shen)報(bao)(bao)(bao)材(cai)料(liao),不(bu)(bu)(bu)需上(shang)報(bao)(bao)(bao)紙質材(cai)料(liao);縣級材(cai)料(liao)一(yi)次(ci)性上(shang)傳后,各級教(jiao)(jiao)育督(du)導部(bu)門(men)均(jun)能看(kan)到(dao),不(bu)(bu)(bu)需重復上(shang)傳。二是壓實(shi)指(zhi)標審核(he)(he)。對于所(suo)有(you)申(shen)報(bao)(bao)(bao)縣指(zhi)標審核(he)(he)均(jun)合格(ge)的(de)省(sheng)(sheng)(sheng)份才(cai)組(zu)織開展實(shi)地(di)抽查。2021年以(yi)來有(you)21個(ge)(ge)省(sheng)(sheng)(sheng)份的(de)190個(ge)(ge)縣申(shen)報(bao)(bao)(bao)國(guo)家(jia)(jia)評估(gu)認定(ding),經指(zhi)標審核(he)(he),有(you)13個(ge)(ge)省(sheng)(sheng)(sheng)份的(de)152個(ge)(ge)縣具備(bei)實(shi)地(di)抽查條(tiao)件。三是精簡專(zhuan)(zhuan)(zhuan)家(jia)(jia)組(zu)人員(yuan)。國(guo)家(jia)(jia)實(shi)地(di)核(he)(he)查評估(gu)專(zhuan)(zhuan)(zhuan)家(jia)(jia)組(zu)由5人左右(you)組(zu)成,專(zhuan)(zhuan)(zhuan)家(jia)(jia)中(zhong)既有(you)宏觀政策(ce)的(de)制定(ding)者、解讀者,又有(you)基(ji)層實(shi)際操作者、實(shi)踐者,專(zhuan)(zhuan)(zhuan)家(jia)(jia)精干專(zhuan)(zhuan)(zhuan)業。四是實(shi)行抽查。實(shi)地(di)核(he)(he)查中(zhong),每個(ge)(ge)省(sheng)(sheng)(sheng)份僅隨機(ji)抽查2個(ge)(ge)縣,隨機(ji)選擇各類(lei)幼兒園2—3所(suo)作為樣本進(jin)行核(he)(he)實(shi)。五是簡化(hua)流程。實(shi)地(di)核(he)(he)查中(zhong),每個(ge)(ge)縣僅用一(yi)天半(ban)的(de)核(he)(he)查時(shi)間,專(zhuan)(zhuan)(zhuan)家(jia)(jia)組(zu)直接到(dao)第一(yi)個(ge)(ge)被(bei)抽查縣,在第二個(ge)(ge)被(bei)抽查縣核(he)(he)查結束(shu)反饋(kui)意(yi)見后即刻返程;采取(qu)座談交流、查閱資料(liao)、實(shi)地(di)核(he)(he)實(shi)等(deng)方式進(jin)行核(he)(he)查,不(bu)(bu)(bu)要(yao)求幼兒園為迎評專(zhuan)(zhuan)(zhuan)門(men)準備(bei)材(cai)料(liao)。

七、下(xia)一步的工(gong)作打算是什么?

答(da):各地在推(tui)進(jin)縣域學前(qian)教(jiao)育普(pu)(pu)及普(pu)(pu)惠督(du)導評(ping)(ping)(ping)(ping)估(gu)過程中(zhong),壓實縣級政府發展(zhan)學前(qian)教(jiao)育的主(zhu)體責(ze)任(ren),通過縣級自評(ping)(ping)(ping)(ping)、市(shi)級初(chu)評(ping)(ping)(ping)(ping)、省級和(he)國家實地評(ping)(ping)(ping)(ping)估(gu),查(cha)找問題(ti)(ti)、促進(jin)整改,解決了制約學前(qian)教(jiao)育發展(zhan)的一系列瓶頸問題(ti)(ti),促進(jin)了學前(qian)教(jiao)育的整體提升。縣域學前(qian)教(jiao)育普(pu)(pu)及普(pu)(pu)惠督(du)導評(ping)(ping)(ping)(ping)估(gu)工作(zuo),已成為推(tui)動(dong)學前(qian)教(jiao)育普(pu)(pu)及普(pu)(pu)惠安全(quan)優質發展(zhan)的有力(li)抓手。

下一步(bu),教(jiao)育(yu)部將深入(ru)貫徹落(luo)實(shi)黨中央、國務院關于學(xue)前教(jiao)育(yu)的決(jue)策部署(shu),按照《辦(ban)(ban)法(fa)(fa)》規定的評(ping)(ping)估(gu)標準(zhun)(zhun)以及2023年11月在山(shan)東(dong)濟南(nan)召開的全國縣域學(xue)前教(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠督導(dao)(dao)(dao)(dao)評(ping)(ping)估(gu)工(gong)(gong)作(zuo)(zuo)推進(jin)(jin)會議精(jing)神,穩步(bu)開展縣域學(xue)前教(jiao)育(yu)普(pu)(pu)及普(pu)(pu)惠督導(dao)(dao)(dao)(dao)評(ping)(ping)估(gu)工(gong)(gong)作(zuo)(zuo)。一是堅持問題(ti)導(dao)(dao)(dao)(dao)向,以評(ping)(ping)促(cu)(cu)建、以評(ping)(ping)促(cu)(cu)改。加強幼兒(er)園(yuan)教(jiao)師(shi)數量配(pei)備資(zi)質達(da)標、公辦(ban)(ban)園(yuan)編內編外教(jiao)師(shi)“同(tong)工(gong)(gong)同(tong)酬”、為教(jiao)職工(gong)(gong)繳納“五險一金(jin)”、幼兒(er)園(yuan)安全衛生食品等(deng)問題(ti)的督導(dao)(dao)(dao)(dao),促(cu)(cu)進(jin)(jin)各地(di)補齊短板弱項(xiang)。二是嚴格評(ping)(ping)估(gu)標準(zhun)(zhun),既全面(mian)把(ba)關,又突出重點(dian)。《辦(ban)(ban)法(fa)(fa)》規定的17項(xiang)指標都要合格,特別注意(yi)把(ba)握(wo)好普(pu)(pu)及普(pu)(pu)惠程(cheng)度(du)達(da)標、保(bao)教(jiao)質量合格、教(jiao)師(shi)隊伍建設(she)規范(fan)、經費保(bao)障到位、人民群眾滿意(yi)這5項(xiang)督導(dao)(dao)(dao)(dao)評(ping)(ping)估(gu)重點(dian)要求(qiu)。三是結合學(xue)齡人口變化趨勢,因地(di)制(zhi)宜,分(fen)類指導(dao)(dao)(dao)(dao)。幼兒(er)園(yuan)布局(ju)是否合理、數量是否充足(zu),根據當地(di)地(di)理位置(zhi)、人口情(qing)況等(deng)具(ju)體認定,不(bu)搞“一刀切”。四是克服形式主義,求(qiu)真務實(shi),穩步(bu)推進(jin)(jin)。嚴格按照督導(dao)(dao)(dao)(dao)評(ping)(ping)估(gu)工(gong)(gong)作(zuo)(zuo)流(liu)程(cheng)和要求(qiu)開展督導(dao)(dao)(dao)(dao)評(ping)(ping)估(gu)工(gong)(gong)作(zuo)(zuo),不(bu)干擾幼兒(er)園(yuan)正常秩序,切實(shi)減輕基層(ceng)迎(ying)檢負擔。堅持標準(zhun)(zhun),不(bu)趕進(jin)(jin)度(du),確保(bao)評(ping)(ping)估(gu)質量。

近日,教(jiao)(jiao)育部辦(ban)公廳印發了《關于認定(ding)一批(pi)學前教(jiao)(jiao)育普及普惠縣(xian)的通(tong)知(zhi)》(以下簡稱《通(tong)知(zhi)》),認定(ding)148個縣(xian)(市(shi)、區、旗)為學前教(jiao)(jiao)育普及普惠縣(xian),教(jiao)(jiao)育部教(jiao)(jiao)育督導局負責(ze)人就(jiu)《通(tong)知(zhi)》有(you)關問題回答了記者提(ti)問。

一、為什么要開展這項工作?

一是黨中央、國務(wu)院(yuan)對開展(zhan)(zhan)(zhan)縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)工(gong)(gong)(gong)作(zuo)提出明(ming)確要求(qiu)。中共(gong)中央、國務(wu)院(yuan)《關(guan)于學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)深化(hua)改革(ge)規范(fan)(fan)發(fa)展(zhan)(zhan)(zhan)的(de)若干意見》要求(qiu):“推進(jin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)安全優質發(fa)展(zhan)(zhan)(zhan)”,并明(ming)確提出“制定普(pu)(pu)及學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)督(du)(du)導評(ping)(ping)(ping)估(gu)辦(ban)(ban)法,以(yi)縣(xian)為單位(wei)(wei)對普(pu)(pu)及學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)情(qing)況進(jin)行(xing)評(ping)(ping)(ping)估(gu),省(sheng)級(ji)為主推動(dong)實施,國家審核認(ren)定”。二是縣(xian)級(ji)人(ren)民政府推進(jin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)安全優質發(fa)展(zhan)(zhan)(zhan)中還存(cun)在(zai)一些薄弱(ruo)(ruo)環節(jie)。一些地方普(pu)(pu)惠(hui)性(xing)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)資(zi)源還不(bu)足,學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)經(jing)費保(bao)障還不(bu)到位(wei)(wei);有(you)的(de)地方教(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)(gong)(gong)配(pei)備不(bu)足、待遇保(bao)障不(bu)到位(wei)(wei),對幼兒園安全和(he)衛生保(bao)健(jian)(jian)工(gong)(gong)(gong)作(zuo)監管不(bu)到位(wei)(wei)。要解(jie)決(jue)這(zhe)些問(wen)題,需要以(yi)縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)為抓(zhua)手,促進(jin)各地加(jia)(jia)快完善學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)薄弱(ruo)(ruo)環節(jie),補齊(qi)短板弱(ruo)(ruo)項(xiang),推動(dong)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)高質量發(fa)展(zhan)(zhan)(zhan)。三(san)是縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)工(gong)(gong)(gong)作(zuo)取(qu)(qu)得(de)了(le)(le)(le)(le)明(ming)顯成效(xiao)。2020年2月(yue)(yue),教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部(bu)印發(fa)《縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)辦(ban)(ban)法》(以(yi)下(xia)簡(jian)稱《辦(ban)(ban)法》),建立了(le)(le)(le)(le)縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)認(ren)定制度。2020年12月(yue)(yue),教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)部(bu)在(zai)四川省(sheng)成都市召開了(le)(le)(le)(le)縣(xian)域(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)普(pu)(pu)及普(pu)(pu)惠(hui)督(du)(du)導評(ping)(ping)(ping)估(gu)工(gong)(gong)(gong)作(zuo)啟(qi)動(dong)會(hui),正式(shi)啟(qi)動(dong)了(le)(le)(le)(le)國家督(du)(du)導評(ping)(ping)(ping)估(gu)認(ren)定工(gong)(gong)(gong)作(zuo)。自(zi)2020年啟(qi)動(dong)以(yi)來,已有(you)21個省(sheng)份(fen)的(de)190個縣(xian)通過了(le)(le)(le)(le)省(sheng)級(ji)評(ping)(ping)(ping)估(gu)認(ren)定。通過這(zhe)項(xiang)工(gong)(gong)(gong)作(zuo),各地普(pu)(pu)遍加(jia)(jia)強了(le)(le)(le)(le)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)重(zhong)視,加(jia)(jia)大了(le)(le)(le)(le)對學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)投入(ru),強化(hua)了(le)(le)(le)(le)幼兒園教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設(she),提升了(le)(le)(le)(le)教(jiao)(jiao)(jiao)(jiao)(jiao)職(zhi)工(gong)(gong)(gong)待遇保(bao)障水平,解(jie)決(jue)了(le)(le)(le)(le)許多制約學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)發(fa)展(zhan)(zhan)(zhan)的(de)困難和(he)問(wen)題,取(qu)(qu)得(de)了(le)(le)(le)(le)實實在(zai)在(zai)的(de)成效(xiao)。受(shou)疫情(qing)影響,2021年、2022年未大范(fan)(fan)圍開展(zhan)(zhan)(zhan)評(ping)(ping)(ping)估(gu)認(ren)定工(gong)(gong)(gong)作(zuo)。疫情(qing)防控(kong)平穩轉段后,有(you)必要繼續(xu)推進(jin)這(zhe)項(xiang)工(gong)(gong)(gong)作(zuo),促進(jin)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)前(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)(qian)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)持續(xu)健(jian)(jian)康發(fa)展(zhan)(zhan)(zhan)。

二、評估認定的標準是什么?

答:《辦法》從普(pu)及普(pu)惠水平(ping)、政府保障情況、幼兒園保教質量保障情況等(deng)3個(ge)方面(mian),提出了17條具體指標和標準。在評估認定(ding)過程中,著重把握(wo)五個(ge)方面(mian):

第一,普及普惠(hui)程度達(da)標(biao)。核(he)心是三(san)項指標(biao):一是學(xue)前三(san)年毛入(ru)園(yuan)(yuan)(yuan)率達(da)到85%。確保(bao)該上(shang)、想上(shang)幼兒(er)(er)園(yuan)(yuan)(yuan)的(de)孩子都能順(shun)利入(ru)園(yuan)(yuan)(yuan),基(ji)本解決“入(ru)園(yuan)(yuan)(yuan)難”問題。二是普惠(hui)性(xing)幼兒(er)(er)園(yuan)(yuan)(yuan)覆蓋率達(da)到80%。保(bao)證普通家(jia)庭孩子能上(shang)質(zhi)優價廉的(de)幼兒(er)(er)園(yuan)(yuan)(yuan)。三(san)是公辦園(yuan)(yuan)(yuan)在園(yuan)(yuan)(yuan)幼兒(er)(er)占比達(da)到50%。體現以公辦園(yuan)(yuan)(yuan)為(wei)主導的(de)導向,同(tong)時(shi)又為(wei)社(she)會(hui)力量辦園(yuan)(yuan)(yuan)留足空間(jian)。

第二,保教質量合格。關鍵是(shi)三方(fang)(fang)(fang)面:一(yi)是(shi)幼(you)(you)兒(er)(er)園以(yi)游戲為(wei)基本活(huo)動。幼(you)(you)兒(er)(er)園合理安排(pai)幼(you)(you)兒(er)(er)一(yi)日活(huo)動,保證幼(you)(you)兒(er)(er)自主游戲時間,為(wei)幼(you)(you)兒(er)(er)提供豐富的(de)活(huo)動內容(rong)和多樣的(de)活(huo)動形(xing)式(shi)(shi),特(te)別要(yao)(yao)保證幼(you)(you)兒(er)(er)戶(hu)外(wai)活(huo)動。二是(shi)注重全(quan)面發展。幼(you)(you)兒(er)(er)園活(huo)動內容(rong)要(yao)(yao)涉及健康(kang)、語(yu)言、社會、科學、藝(yi)術(shu)五大領域,促進幼(you)(you)兒(er)(er)情感、態(tai)度、能力、知(zhi)識(shi)、技能等(deng)全(quan)面發展。三是(shi)沒有“小學化”現象(xiang)。幼(you)(you)兒(er)(er)園不能提前教授(shou)漢(han)語(yu)拼音、識(shi)字、計(ji)算、英語(yu)等(deng)小學課(ke)(ke)程內容(rong),不能以(yi)課(ke)(ke)堂集中(zhong)授(shou)課(ke)(ke)方(fang)(fang)(fang)式(shi)(shi)為(wei)主組織安排(pai)一(yi)日活(huo)動,或以(yi)機(ji)械背誦、記憶、抄寫、計(ji)算等(deng)方(fang)(fang)(fang)式(shi)(shi)進行知(zhi)識(shi)訓練。

第三,教(jiao)(jiao)(jiao)師(shi)隊伍建(jian)設合格。核(he)心(xin)是四(si)方(fang)面(mian):一(yi)是教(jiao)(jiao)(jiao)師(shi)數量(liang)達標。要(yao)(yao)(yao)足(zu)額配備教(jiao)(jiao)(jiao)職員工,落實每班(ban)“兩教(jiao)(jiao)(jiao)一(yi)保(bao)”(即兩名專任(ren)教(jiao)(jiao)(jiao)師(shi),一(yi)名保(bao)育員)要(yao)(yao)(yao)求。二是教(jiao)(jiao)(jiao)師(shi)資(zi)(zi)質(zhi)合格。專任(ren)教(jiao)(jiao)(jiao)師(shi)要(yao)(yao)(yao)全員持證上(shang)崗。三是教(jiao)(jiao)(jiao)師(shi)待(dai)遇有保(bao)障。公(gong)(gong)辦園(yuan)編(bian)(bian)內編(bian)(bian)外教(jiao)(jiao)(jiao)師(shi)要(yao)(yao)(yao)“同工同酬”,編(bian)(bian)外教(jiao)(jiao)(jiao)師(shi)在工資(zi)(zi)收入(ru)、福利、培訓、評先評優、職稱評定等方(fang)面(mian)享有與(yu)編(bian)(bian)內教(jiao)(jiao)(jiao)師(shi)同等權益。編(bian)(bian)外教(jiao)(jiao)(jiao)師(shi)工資(zi)(zi)收入(ru)應由(you)財(cai)政(zheng)保(bao)障,納(na)入(ru)財(cai)政(zheng)預算。各類(lei)幼兒園(yuan)應為教(jiao)(jiao)(jiao)職工足(zu)額足(zu)項(xiang)繳(jiao)納(na)社(she)會保(bao)險和住房公(gong)(gong)積金(jin)。四(si)是師(shi)德師(shi)風規范。不(bu)能發生師(shi)德失(shi)范行(xing)為重大事件(jian)。

第四,經費(fei)保障(zhang)到位。主要是(shi)(shi)(shi)兩方面(mian):一(yi)是(shi)(shi)(shi)公辦園生均公用經費(fei)撥(bo)款標(biao)準不(bu)低(di)于(yu)600元/年(nian)·人,并及(ji)時撥(bo)付到位。二是(shi)(shi)(shi)落實普惠(hui)性民辦園補助,扶(fu)持普惠(hui)性民辦園健康穩定發展。

第五,群(qun)眾滿(man)意(yi)。面向(xiang)家(jia)長、教師、人大代表、政協委員、一般群(qun)眾等群(qun)體開展(zhan)的社會認可(ke)度(du)調查,社會認可(ke)度(du)要達(da)到85%以上。

三、評估認定的程序是什么?

答(da):督(du)導評(ping)(ping)(ping)估按照《辦(ban)法(fa)(fa)》規定(ding)的“縣(xian)(xian)級(ji)(ji)自評(ping)(ping)(ping)、市(shi)級(ji)(ji)初核、省(sheng)級(ji)(ji)評(ping)(ping)(ping)估、國家(jia)認(ren)定(ding)”的程序開(kai)展(zhan)(zhan)。其中(zhong),縣(xian)(xian)級(ji)(ji)教育(yu)(yu)督(du)導部門(men)對(dui)(dui)照《辦(ban)法(fa)(fa)》規定(ding)的標準要(yao)(yao)求開(kai)展(zhan)(zhan)自評(ping)(ping)(ping),自評(ping)(ping)(ping)合(he)格(ge)(ge)的于每年(nian)4月底(di)前(qian)申請市(shi)級(ji)(ji)初核;市(shi)級(ji)(ji)教育(yu)(yu)督(du)導部門(men)依據已(yi)有數據、日常工作掌握情況和(he)縣(xian)(xian)級(ji)(ji)自評(ping)(ping)(ping)情況進行初核,初核合(he)格(ge)(ge)的于當年(nian)5月底(di)前(qian)申請省(sheng)級(ji)(ji)評(ping)(ping)(ping)估;省(sheng)級(ji)(ji)教育(yu)(yu)督(du)導部門(men)對(dui)(dui)申報縣(xian)(xian)指標進行審核,對(dui)(dui)指標合(he)格(ge)(ge)的縣(xian)(xian)開(kai)展(zhan)(zhan)實(shi)地督(du)導評(ping)(ping)(ping)估,實(shi)地督(du)導評(ping)(ping)(ping)估前(qian)要(yao)(yao)向(xiang)社(she)會(hui)(hui)發布公(gong)(gong)告(gao),督(du)導評(ping)(ping)(ping)估結(jie)果要(yao)(yao)向(xiang)社(she)會(hui)(hui)公(gong)(gong)示至少5個工作日,通過省(sheng)級(ji)(ji)督(du)導評(ping)(ping)(ping)估的縣(xian)(xian)于當年(nian)9月底(di)前(qian)申請國家(jia)督(du)導評(ping)(ping)(ping)估認(ren)定(ding)。

國(guo)家督(du)導(dao)評估認(ren)定(ding)包括4個(ge)(ge)程序:一是(shi)指(zhi)標(biao)審(shen)核(he)。由教育(yu)(yu)部(bu)教育(yu)(yu)督(du)導(dao)局會同部(bu)內基礎教育(yu)(yu)司等(deng)多個(ge)(ge)相關司局,對照《辦法》規定(ding)的17項(xiang)指(zhi)標(biao),對申(shen)報(bao)(bao)縣進行指(zhi)標(biao)審(shen)核(he),各項(xiang)指(zhi)標(biao)須達到標(biao)準要求。二是(shi)社會認(ren)可(ke)度(du)調查(cha)。通過國(guo)家學前教育(yu)(yu)普(pu)(pu)及(ji)普(pu)(pu)惠(hui)社會認(ren)可(ke)度(du)調查(cha)平臺對申(shen)報(bao)(bao)縣的家長、教職(zhi)工、園長、人(ren)大代表、政協(xie)委員等(deng)開展調查(cha),社會認(ren)可(ke)度(du)須高于85%。三是(shi)實(shi)地核(he)查(cha)。組(zu)織專家組(zu),對所有申(shen)報(bao)(bao)縣指(zhi)標(biao)審(shen)核(he)和(he)社會認(ren)可(ke)度(du)調查(cha)均(jun)合格的省份開展實(shi)地抽查(cha)。四(si)是(shi)結果認(ren)定(ding)。根據實(shi)地抽查(cha)情況及(ji)核(he)查(cha)反饋問題整改落實(shi)情況,按程序確定(ding)學前教育(yu)(yu)普(pu)(pu)及(ji)普(pu)(pu)惠(hui)縣名單。

四、評估中發現了哪些好的經驗做法?

答:通過評估發(fa)現,有(you)關省份黨委、政府(fu)高度重(zhong)視學前教(jiao)育改革發(fa)展(zhan),指導(dao)市縣對照評估標準有(you)序(xu)開展(zhan)學前教(jiao)育普及(ji)普惠縣創(chuang)建工(gong)作(zuo),大(da)力發(fa)展(zhan)學前教(jiao)育,結合(he)實際、因地制(zhi)宜,創(chuang)造了(le)一些典型經(jing)驗(yan)做法,主要(yao)體現在五個方面:

第一(yi),黨委和政府(fu)高度重(zhong)視。例如,浙(zhe)江省(sheng)(sheng)將學前教(jiao)育普及普惠安全(quan)優質(zhi)發展(zhan)納入省(sheng)(sheng)政府(fu)對(dui)市縣政府(fu)季度調度內容;天(tian)津、四(si)川、新(xin)疆等省(sheng)(sheng)份連續多(duo)年將幼兒園建設(she)納入省(sheng)(sheng)政府(fu)民生實事項目(mu);內蒙(meng)古、山(shan)東、貴州(zhou)等省(sheng)(sheng)份設(she)立專項資金,對(dui)創建學前教(jiao)育普及普惠縣予以獎勵。

第二,經費保障力度(du)大。例如,浙江天臺縣、福(fu)建漳州市長泰區、貴州龍里縣等(deng)地(di),近年來學前教育財政投(tou)入年均增長超(chao)過25%;上海、新(xin)疆等(deng)省份的部(bu)分(fen)地(di)區公辦園生(sheng)均公用經費撥(bo)款標準超(chao)過每(mei)生(sheng)每(mei)年2000元,天津市達到每(mei)生(sheng)每(mei)年1200元。

第三,教(jiao)師(shi)(shi)隊伍建(jian)設力度(du)大(da)。一(yi)是及時足(zu)額補充(chong)幼(you)(you)(you)兒(er)園(yuan)教(jiao)師(shi)(shi)。天津(jin)、上海市(shi)(shi)出臺公辦(ban)(ban)園(yuan)機構編(bian)制(zhi)(zhi)(zhi)標準(zhun);福建(jian)明溪(xi)、泰寧縣(xian),山東(dong)高青、齊河縣(xian),四(si)川(chuan)汶川(chuan)縣(xian),新疆(jiang)拜城(cheng)(cheng)縣(xian)等地(di),為(wei)(wei)公辦(ban)(ban)園(yuan)足(zu)額核定(ding)教(jiao)師(shi)(shi)編(bian)制(zhi)(zhi)(zhi);內蒙(meng)古阿魯科(ke)爾沁(qin)旗(qi)、貴州六盤(pan)水(shui)(shui)市(shi)(shi)水(shui)(shui)城(cheng)(cheng)區(qu)等地(di),通過備案(an)制(zhi)(zhi)(zhi)、員額制(zhi)(zhi)(zhi)等多種途徑(jing)補充(chong)幼(you)(you)(you)兒(er)園(yuan)專任教(jiao)師(shi)(shi)。二(er)是教(jiao)師(shi)(shi)待遇保障到(dao)位。內蒙(meng)古包頭市(shi)(shi)白云鄂博礦(kuang)區(qu)、山東(dong)鄒平市(shi)(shi)、湖南臨澧(li)縣(xian)、貴州六盤(pan)水(shui)(shui)市(shi)(shi)水(shui)(shui)城(cheng)(cheng)區(qu)等地(di),專門(men)制(zhi)(zhi)(zhi)定(ding)了保障公辦(ban)(ban)園(yuan)編(bian)內編(bian)外教(jiao)師(shi)(shi)“同工同酬”的制(zhi)(zhi)(zhi)度(du)文件;湖南長沙市(shi)(shi)芙蓉區(qu)、西藏拉薩市(shi)(shi)達(da)孜區(qu)等地(di),為(wei)(wei)來自外地(di)的幼(you)(you)(you)兒(er)園(yuan)教(jiao)師(shi)(shi)提供免費住(zhu)房或發放租房補貼。

第四,幼(you)(you)(you)兒園(yuan)(yuan)專(zhuan)業(ye)(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)水(shui)平較(jiao)高。幼(you)(you)(you)兒園(yuan)(yuan)園(yuan)(yuan)長(chang)、專(zhuan)任教(jiao)師(shi)專(zhuan)業(ye)(ye)(ye)水(shui)平較(jiao)高。同時幼(you)(you)(you)兒園(yuan)(yuan)規(gui)范(fan)化(hua)(hua)(hua)管(guan)理(li)水(shui)平也較(jiao)高:一(yi)(yi)是(shi)衛(wei)生保(bao)健(jian)(jian)人員(yuan)專(zhuan)業(ye)(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)。一(yi)(yi)些地(di)(di)(di)方(fang),幼(you)(you)(you)兒園(yuan)(yuan)衛(wei)生保(bao)健(jian)(jian)人員(yuan)由(you)衛(wei)健(jian)(jian)部(bu)門統(tong)一(yi)(yi)配(pei)備管(guan)理(li),衛(wei)健(jian)(jian)部(bu)門定(ding)期(qi)開展培訓,實(shi)(shi)行專(zhuan)業(ye)(ye)(ye)化(hua)(hua)(hua)管(guan)理(li)。二(er)是(shi)保(bao)育員(yuan)、營養員(yuan)分(fen)級(ji)(ji)管(guan)理(li)。一(yi)(yi)些地(di)(di)(di)方(fang),公(gong)(gong)辦園(yuan)(yuan)保(bao)育員(yuan)、營養員(yuan)實(shi)(shi)行初、中、高分(fen)級(ji)(ji)管(guan)理(li),薪酬與技術等級(ji)(ji)掛(gua)鉤并(bing)納入財(cai)政(zheng)保(bao)障,定(ding)期(qi)開展專(zhuan)項培訓、技能競賽(sai)。三是(shi)安(an)全風險防控(kong)專(zhuan)業(ye)(ye)(ye)化(hua)(hua)(hua)。各地(di)(di)(di)普遍落實(shi)(shi)了幼(you)(you)(you)兒園(yuan)(yuan)封閉化(hua)(hua)(hua)管(guan)理(li)、專(zhuan)職保(bao)安(an)員(yuan)配(pei)備、視頻監控(kong)系統(tong)與公(gong)(gong)安(an)機(ji)關聯網(wang)、“一(yi)(yi)鍵報警”裝置與公(gong)(gong)安(an)機(ji)關聯網(wang)四個“百分(fen)百”要求。四是(shi)食堂管(guan)理(li)專(zhuan)業(ye)(ye)(ye)化(hua)(hua)(hua)。有的(de)地(di)(di)(di)方(fang)打造幼(you)(you)(you)兒園(yuan)(yuan)“智慧食堂”,制(zhi)訂(ding)帶量食譜,嚴(yan)格控(kong)制(zhi)進貨渠道,實(shi)(shi)現食堂管(guan)理(li)及(ji)食品(pin)采購使用全鏈(lian)條(tiao)、全時段動(dong)態監督。

第(di)五,努力(li)提(ti)高(gao)保教(jiao)(jiao)質量。一是出臺標準(zhun)規(gui)范(fan)辦園(yuan)行為。例如(ru)(ru),山東省濟南市(shi)出臺地方(fang)標準(zhun)《幼(you)(you)(you)兒(er)園(yuan)保育(yu)教(jiao)(jiao)育(yu)服務(wu)規(gui)范(fan)》。二是提(ti)高(gao)幼(you)(you)(you)兒(er)園(yuan)活動質量。許多(duo)地方(fang)充分挖掘社(she)會資源,利用自然條件,結合兒(er)童年齡特點設計豐富多(duo)彩的(de)一日(ri)活動。三是加強(qiang)教(jiao)(jiao)研(yan)培(pei)訓(xun)。天津河(he)西區、江蘇如(ru)(ru)東縣等地,成立研(yan)訓(xun)基地和鄉(xiang)村(cun)教(jiao)(jiao)師(shi)培(pei)育(yu)站(zhan),幫助幼(you)(you)(you)兒(er)教(jiao)(jiao)師(shi)專業化成長。四是以(yi)城帶鄉(xiang),以(yi)強(qiang)幫弱。許多(duo)地方(fang)積極(ji)推動集團化辦園(yuan)和城鄉(xiang)幼(you)(you)(you)兒(er)園(yuan)結對共建,幫助鄉(xiang)村(cun)園(yuan)和薄弱園(yuan)提(ti)高(gao)保教(jiao)(jiao)質量。

總(zong)體(ti)來(lai)看(kan),各地(di)認真貫徹落(luo)實中央的決策(ce)部署,高(gao)度重視學(xue)前(qian)教(jiao)育,創新工(gong)作方法,采取多種措施,不斷(duan)完(wan)善學(xue)前(qian)教(jiao)育保障體(ti)系和(he)工(gong)作機制,使當地(di)學(xue)前(qian)教(jiao)育走上了持(chi)續、健康、高(gao)質量(liang)發展的軌(gui)道。特別(bie)是:

上海市金山區高(gao)質(zhi)量推(tui)進學(xue)前教育普及普惠(hui)發展,公辦園(yuan)(yuan)專任教師全(quan)部(bu)有(you)事業編(bian)制,普遍達(da)到本科以上學(xue)歷;保(bao)育員(yuan)(yuan)(yuan)、營養員(yuan)(yuan)(yuan)實(shi)行(xing)分級管理(li),中、高(gao)級保(bao)育員(yuan)(yuan)(yuan)和營養員(yuan)(yuan)(yuan)占(zhan)比達(da)到95%以上;幼兒(er)園(yuan)(yuan)為教職工繳納(na)“五險一金”外還繳納(na)職業年(nian)金;幼兒(er)園(yuan)(yuan)室(shi)內(nei)(nei)和戶外活動豐(feng)富多樣,幼兒(er)在園(yuan)(yuan)內(nei)(nei)有(you)充足的自主游(you)戲時間,教師支(zhi)持、引導幼兒(er)在親近自然的環(huan)境下健康快(kuai)樂成長。

新疆維吾爾自(zi)治區拜城(cheng)縣以教育督導(dao)為抓手,全(quan)面提高學前教育普及普惠水(shui)平(ping),出(chu)臺《拜城(cheng)縣縣域學前教育普及普惠督導(dao)評估工(gong)作實(shi)施(shi)方案》,明確創建工(gong)作時間表和路線圖;2017年以來,投入1.8億元新建改擴建幼(you)兒(er)園90所,設立專(zhuan)(zhuan)項資金支持(chi)(chi)幼(you)兒(er)園改造(zao)提升,完善學前教育基礎設施(shi)建設;幼(you)兒(er)園全(quan)部為公(gong)辦園,專(zhuan)(zhuan)任教師全(quan)部持(chi)(chi)證上崗、有事業編制、普通(tong)話(hua)合格,平(ping)均(jun)工(gong)資收入超過當地公(gong)務員平(ping)均(jun)水(shui)平(ping);出(chu)臺《拜城(cheng)縣幼(you)兒(er)園規(gui)范辦園行為全(quan)面提升保教質量專(zhuan)(zhuan)項行動方案》,建立幼(you)兒(er)園規(gui)范管理、質量提升的長效機制。

浙江省紹興(xing)市(shi)域(yu)全面(mian)推進學(xue)(xue)前(qian)教育(yu)(yu)普及普惠發展,將學(xue)(xue)前(qian)教育(yu)(yu)納(na)入(ru)(ru)市(shi)域(yu)統籌規(gui)劃,加(jia)大市(shi)級財政對學(xue)(xue)前(qian)教育(yu)(yu)的投入(ru)(ru)力度;從2007年起建立公辦園編(bian)外教師收入(ru)(ru)專項補助制度,保障(zhang)編(bian)內(nei)編(bian)外教師“同工同酬(chou)”;市(shi)級出臺學(xue)(xue)前(qian)教育(yu)(yu)優質發展共(gong)同體建設指導意(yi)見、農村(cun)幼兒園提(ti)質二十條等(deng)文件,推動(dong)市(shi)域(yu)內(nei)幼兒園保教質量整(zheng)體提(ti)升;2023年,市(shi)域(yu)內(nei)6個縣(市(shi)、區)全部(bu)通過國家督導評估認定。

為(wei)了(le)供(gong)各地學習借鑒(jian)典(dian)型經(jing)驗,我們將上海市(shi)金山區(qu)高質量推(tui)進學前教育(yu)(yu)普(pu)及(ji)普(pu)惠發展、新(xin)疆維吾爾自治區(qu)拜城縣以教育(yu)(yu)督導為(wei)抓手(shou)全(quan)面提(ti)高學前教育(yu)(yu)普(pu)及(ji)普(pu)惠水平(ping)、浙江(jiang)省(sheng)紹興市(shi)域全(quan)面推(tui)進學前教育(yu)(yu)普(pu)及(ji)普(pu)惠發展的典(dian)型案例作為(wei)附件與(yu)《通知》一并印發。

五、評估中發現了哪些問題?

答:中(zhong)辦、國辦《關于深(shen)化(hua)新(xin)時代教育(yu)督(du)導體(ti)制(zhi)機(ji)制(zhi)改(gai)革的意見》提出(chu),督(du)導評(ping)估“重在(zai)發現(xian)問(wen)題、診斷(duan)問(wen)題、督(du)促整改(gai)”。實(shi)地核查中(zhong),我們(men)堅持問(wen)題導向,對(dui)照(zhao)評(ping)估標準和國家對(dui)學(xue)前(qian)教育(yu)的發展要求,指(zhi)出(chu)了一些短板弱(ruo)項和差距問(wen)題,主要有五個方面:

一是辦園條件不足(zu)。部分幼兒園室外游(you)戲場地面(mian)(mian)積不足(zu)、活動用房面(mian)(mian)積不足(zu);沒(mei)有獨立衛(wei)生間;便池、洗手池配備(bei)數(shu)(shu)量不足(zu);圖畫書(shu)和玩(wan)教具配備(bei)種類單一、數(shu)(shu)量不足(zu)。

二是教師(shi)隊伍建設不到(dao)位(wei)。個別(bie)地方(fang)采取勞(lao)務派遣的方(fang)式招聘幼兒園專任教師(shi);部分地方(fang)公辦(ban)園編內編外(wai)教師(shi)“同(tong)工同(tong)酬”保障(zhang)水平偏(pian)低;個別(bie)民(min)辦(ban)園沒(mei)有為(wei)教職工繳納(na)“五險一金(jin)”;部分幼兒園教師(shi)培訓不規(gui)范,培訓效(xiao)果不佳。

三(san)是安全管理不(bu)到(dao)位。部(bu)分幼(you)兒園安保人員年(nian)齡偏大,“一鍵報警”系統失靈,視頻監控(kong)不(bu)到(dao)位,消(xiao)防設(she)施(shi)不(bu)齊全,臺(tai)階、玩具存在安全隱患(huan)等。

四是衛生保健(jian)工作(zuo)不(bu)到位。部分幼(you)兒(er)園未(wei)(wei)按要(yao)(yao)求(qiu)配(pei)(pei)足保健(jian)人員(yuan);紫外線殺(sha)菌燈配(pei)(pei)備(bei)數(shu)量不(bu)足;食(shi)堂管理(li)不(bu)規范,未(wei)(wei)安裝防鼠設施(shi),未(wei)(wei)制訂帶量食(shi)譜,食(shi)材儲存和登記不(bu)規范;兒(er)童毛(mao)巾未(wei)(wei)按要(yao)(yao)求(qiu)消(xiao)毒等。

五是辦園行為不(bu)規范(fan),保(bao)(bao)教(jiao)質(zhi)量有(you)待(dai)提(ti)高。部(bu)分幼兒園名(ming)稱(cheng)不(bu)規范(fan),名(ming)稱(cheng)中包含外語詞匯(hui)、外國(guo)國(guo)名(ming)或地名(ming)等;個別幼兒園仍存在“小學化”傾向(xiang);部(bu)分幼兒園保(bao)(bao)教(jiao)活(huo)動單一,沒有(you)根據幼兒年(nian)齡特點組(zu)織游戲(xi)活(huo)動。

發現的(de)問題,各地(di)均已(yi)整改或制定了可(ke)操作的(de)整改方案。

六、評估中如何克服形式主義,減輕基層負擔?

答:主要采(cai)取五個方面的措施:

一是實(shi)(shi)(shi)(shi)現申報(bao)材(cai)(cai)料(liao)(liao)(liao)信息(xi)化。縣(xian)(xian)(xian)(xian)級(ji)(ji)、市級(ji)(ji)、省(sheng)(sheng)(sheng)級(ji)(ji)教育(yu)(yu)(yu)督(du)導(dao)部(bu)門均(jun)通(tong)過(guo)縣(xian)(xian)(xian)(xian)域學前教育(yu)(yu)(yu)普及普惠督(du)導(dao)評(ping)估(gu)信息(xi)平臺(tai)上(shang)(shang)傳申報(bao)材(cai)(cai)料(liao)(liao)(liao),不(bu)需上(shang)(shang)報(bao)紙質材(cai)(cai)料(liao)(liao)(liao);縣(xian)(xian)(xian)(xian)級(ji)(ji)材(cai)(cai)料(liao)(liao)(liao)一次(ci)性上(shang)(shang)傳后,各級(ji)(ji)教育(yu)(yu)(yu)督(du)導(dao)部(bu)門均(jun)能看到,不(bu)需重復上(shang)(shang)傳。二是壓實(shi)(shi)(shi)(shi)指標審(shen)核(he)(he)(he)(he)。對于所(suo)有(you)申報(bao)縣(xian)(xian)(xian)(xian)指標審(shen)核(he)(he)(he)(he)均(jun)合格的(de)(de)(de)省(sheng)(sheng)(sheng)份(fen)(fen)(fen)才組織開(kai)展實(shi)(shi)(shi)(shi)地(di)抽(chou)(chou)查(cha)(cha)(cha)(cha)。2021年以來有(you)21個(ge)省(sheng)(sheng)(sheng)份(fen)(fen)(fen)的(de)(de)(de)190個(ge)縣(xian)(xian)(xian)(xian)申報(bao)國(guo)家評(ping)估(gu)認(ren)定(ding),經指標審(shen)核(he)(he)(he)(he),有(you)13個(ge)省(sheng)(sheng)(sheng)份(fen)(fen)(fen)的(de)(de)(de)152個(ge)縣(xian)(xian)(xian)(xian)具備(bei)實(shi)(shi)(shi)(shi)地(di)抽(chou)(chou)查(cha)(cha)(cha)(cha)條(tiao)件。三(san)是精(jing)簡(jian)(jian)專(zhuan)(zhuan)家組人員。國(guo)家實(shi)(shi)(shi)(shi)地(di)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha)評(ping)估(gu)專(zhuan)(zhuan)家組由(you)5人左(zuo)右(you)組成(cheng),專(zhuan)(zhuan)家中(zhong)既有(you)宏觀政(zheng)策(ce)的(de)(de)(de)制定(ding)者(zhe)、解讀者(zhe),又有(you)基層實(shi)(shi)(shi)(shi)際操作者(zhe)、實(shi)(shi)(shi)(shi)踐者(zhe),專(zhuan)(zhuan)家精(jing)干專(zhuan)(zhuan)業(ye)。四是實(shi)(shi)(shi)(shi)行(xing)(xing)抽(chou)(chou)查(cha)(cha)(cha)(cha)。實(shi)(shi)(shi)(shi)地(di)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha)中(zhong),每個(ge)省(sheng)(sheng)(sheng)份(fen)(fen)(fen)僅(jin)隨機抽(chou)(chou)查(cha)(cha)(cha)(cha)2個(ge)縣(xian)(xian)(xian)(xian),隨機選擇各類幼(you)兒園2—3所(suo)作為樣本進(jin)行(xing)(xing)核(he)(he)(he)(he)實(shi)(shi)(shi)(shi)。五是簡(jian)(jian)化流程。實(shi)(shi)(shi)(shi)地(di)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha)中(zhong),每個(ge)縣(xian)(xian)(xian)(xian)僅(jin)用一天半(ban)的(de)(de)(de)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha)時間,專(zhuan)(zhuan)家組直(zhi)接到第一個(ge)被(bei)(bei)抽(chou)(chou)查(cha)(cha)(cha)(cha)縣(xian)(xian)(xian)(xian),在第二個(ge)被(bei)(bei)抽(chou)(chou)查(cha)(cha)(cha)(cha)縣(xian)(xian)(xian)(xian)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha)結束反饋意見(jian)后即(ji)刻(ke)返程;采取座談交流、查(cha)(cha)(cha)(cha)閱資料(liao)(liao)(liao)、實(shi)(shi)(shi)(shi)地(di)核(he)(he)(he)(he)實(shi)(shi)(shi)(shi)等方式進(jin)行(xing)(xing)核(he)(he)(he)(he)查(cha)(cha)(cha)(cha),不(bu)要求幼(you)兒園為迎評(ping)專(zhuan)(zhuan)門準備(bei)材(cai)(cai)料(liao)(liao)(liao)。

七、下一步的(de)工(gong)作打算是(shi)什么?

答:各地在(zai)推進縣(xian)域(yu)學前(qian)教育(yu)(yu)普及普惠(hui)督(du)導(dao)評估(gu)過程中,壓實縣(xian)級政(zheng)府發展(zhan)學前(qian)教育(yu)(yu)的主(zhu)體(ti)(ti)責(ze)任(ren),通過縣(xian)級自評、市級初(chu)評、省級和國家(jia)實地評估(gu),查找問題(ti)、促(cu)進整改,解決了制約(yue)學前(qian)教育(yu)(yu)發展(zhan)的一(yi)系列瓶頸(jing)問題(ti),促(cu)進了學前(qian)教育(yu)(yu)的整體(ti)(ti)提升(sheng)。縣(xian)域(yu)學前(qian)教育(yu)(yu)普及普惠(hui)督(du)導(dao)評估(gu)工作,已成為推動學前(qian)教育(yu)(yu)普及普惠(hui)安全優質發展(zhan)的有力抓(zhua)手(shou)。

下(xia)一(yi)步,教(jiao)(jiao)育(yu)部(bu)(bu)將深(shen)入(ru)貫徹落(luo)實黨中央、國務院關于學前教(jiao)(jiao)育(yu)的(de)決策部(bu)(bu)署,按照《辦法(fa)》規(gui)定的(de)評(ping)估(gu)標準以及(ji)(ji)2023年11月在山(shan)東濟南(nan)召(zhao)開(kai)的(de)全(quan)國縣域學前教(jiao)(jiao)育(yu)普(pu)(pu)(pu)及(ji)(ji)普(pu)(pu)(pu)惠(hui)督(du)導(dao)評(ping)估(gu)工(gong)(gong)(gong)作(zuo)推進(jin)會(hui)議精(jing)神,穩(wen)步開(kai)展縣域學前教(jiao)(jiao)育(yu)普(pu)(pu)(pu)及(ji)(ji)普(pu)(pu)(pu)惠(hui)督(du)導(dao)評(ping)估(gu)工(gong)(gong)(gong)作(zuo)。一(yi)是(shi)(shi)(shi)堅(jian)持問(wen)題導(dao)向,以評(ping)促(cu)建、以評(ping)促(cu)改。加強(qiang)幼(you)兒(er)(er)園(yuan)教(jiao)(jiao)師數量(liang)配(pei)備資質達標、公辦園(yuan)編內編外教(jiao)(jiao)師“同(tong)(tong)工(gong)(gong)(gong)同(tong)(tong)酬”、為教(jiao)(jiao)職工(gong)(gong)(gong)繳納“五險(xian)一(yi)金(jin)”、幼(you)兒(er)(er)園(yuan)安全(quan)衛生食品等問(wen)題的(de)督(du)導(dao),促(cu)進(jin)各地補齊短板弱項。二是(shi)(shi)(shi)嚴格(ge)評(ping)估(gu)標準,既全(quan)面把關,又突出重點(dian)。《辦法(fa)》規(gui)定的(de)17項指標都要合(he)(he)格(ge),特別注(zhu)意把握好普(pu)(pu)(pu)及(ji)(ji)普(pu)(pu)(pu)惠(hui)程度達標、保教(jiao)(jiao)質量(liang)合(he)(he)格(ge)、教(jiao)(jiao)師隊伍建設規(gui)范、經(jing)費保障到位、人民群眾滿意這5項督(du)導(dao)評(ping)估(gu)重點(dian)要求。三是(shi)(shi)(shi)結(jie)合(he)(he)學齡人口(kou)變(bian)化趨勢,因地制宜(yi),分類指導(dao)。幼(you)兒(er)(er)園(yuan)布局是(shi)(shi)(shi)否合(he)(he)理、數量(liang)是(shi)(shi)(shi)否充足,根(gen)據當地地理位置、人口(kou)情(qing)況等具體認定,不(bu)搞“一(yi)刀切(qie)”。四是(shi)(shi)(shi)克服形式主義,求真務實,穩(wen)步推進(jin)。嚴格(ge)按照督(du)導(dao)評(ping)估(gu)工(gong)(gong)(gong)作(zuo)流程和(he)要求開(kai)展督(du)導(dao)評(ping)估(gu)工(gong)(gong)(gong)作(zuo),不(bu)干擾幼(you)兒(er)(er)園(yuan)正常秩序,切(qie)實減輕(qing)基層迎檢負擔。堅(jian)持標準,不(bu)趕(gan)進(jin)度,確保評(ping)估(gu)質量(liang)。
